Proposal for many land contents
At the citizen reception session, Mr. Dang Van Truong, Mr. Nguyen Huu Binh, Mr. Nguyen Thai Binh (residing in Quang Tien block, Hung Binh ward, Vinh city) proposed that the competent authority urgently implement the project to build Ly Thuong Kiet road (extended) according to the planning approved from 1993-1994. If it cannot be implemented, the project should be canceled so that people can build houses and stabilize their lives.
Mr. Hoang Quoc Viet (residing in Hamlet 4, Dien Thinh Commune, Dien Chau District) reported that the Provincial People's Court issued Notice No. 159/2019 on the payment of advance court fees but the case has not yet been brought to trial. Mr. Viet requested that the relevant authorities return the land to his mother and have a compensation plan in accordance with regulations.
Mr. Tran Xuan Minh and Ms. Nguyen Thi Thuong (residing in Block 3, Ha Huy Tap Ward, Vinh City), petitioned the competent authority to exempt or reduce land use fees for people with revolutionary contributions when they are assigned resettlement land related to compensation for site clearance to implement the project of widening the 72m road through Nghi Phu Commune, Vinh City.

Mr. To The Son (residing in block 19, Hung Binh ward, Vinh city), requested the competent authority to resolve the issue of his family having a residential land plot, which was granted a land use right certificate in 2003. For the past 10 years, Vinh City People's Committee has planned a 21m road (the road connecting Pham Dinh Toai and the 7m ecological road) to pass through his house, so he cannot complete the procedures to separate the land for his children.
Mr. Hoang Trong Chau (residing in Trung Tien block, Hung Dung ward, Vinh city), requested the competent authority to resolve the issue of granting land use right certificates to 24 households who were former National Defense officers and employees of the X20C War Invalids Garment Factory. In 1991, the Military Region 4 Command allowed 24 households to borrow the plot to build houses.
Consider and resolve to ensure legitimate rights for citizens
Regarding the Ly Thuong Kiet road extension project, Vinh City People's Committee Chairman Tran Ngoc Tu said that the project has been in existence since 2011, but due to problems in site clearance, in November 2018, Thanh Thanh Dat Company sent a document requesting not to implement the project and the Provincial People's Committee decided to cancel the BT investment form.

In July 2019, the Provincial People's Committee decided to put the project into public investment in the 2020 - 2021 period. On April 15, 2020, Vinh City People's Committee submitted the project to the Department of Construction for appraisal and submitted the Department of Industry and Trade for appraisal of the contents related to the power lines on the route. The Department of Construction said that the appraisal will be completed by about May 30, 2020.
After listening to the opinions of citizens and departments, Chairman of the Provincial People's Committee Nguyen Duc Trung assigned the Department of Construction and the Department of Industry and Trade to promptly appraise the project. After the project is appraised, the Vinh City People's Committee must implement the project in accordance with regulations.
Regarding the content of Mr. Hoang Quoc Viet's reflection, the representative of the Provincial People's Court said that they had accepted Mr. Viet's file and to facilitate the people and ensure objectivity, the Provincial People's Court assigned a judge of the Dien Chau District People's Court to monitor and resolve the case. However, up to now, the Dien Chau District People's Committee has not provided relevant documents. When there are enough documents, the court will soon bring the case to trial in accordance with the law.

After listening to the representative of the Provincial People's Court, the Chairman of the Provincial People's Committee requested the Citizen Reception Committee of the Provincial People's Committee to issue a document requesting Dien Chau district to promptly supplement the dossier for the Provincial People's Court to consider; the province will resolve the case in accordance with legal regulations.
Regarding the petition of Mr. Tran Xuan Minh and Ms. Nguyen Thi Thuong, Mr. Tran Ngoc Tu - Chairman of Vinh City People's Committee said that these two households complied with the regulations and volunteered to hand over land for compensation, but at that time Vinh City did not have land fund to arrange resettlement. "Vinh City's viewpoint is that there should be a policy of exempting and reducing land fees for these two households", said the Chairman of Vinh City People's Committee.
After listening to the representative of the Department of Finance report that these two households are not entitled to land use fee exemption and reduction according to the law, the Chairman of the Provincial People's Committee said that these are people who have contributed to the revolution, so it is not only based on the law but also the practical aspect to resolve the issue appropriately and reasonably.

“The failure to identify resettlement land to allocate to the people is the responsibility of the state agency. We request the Department of Finance to study and review this case to ensure the rights of the people, especially those who have contributed to the revolution. In June 2020, we must respond to the citizens,” concluded Chairman of the Provincial People’s Committee Nguyen Duc Trung.
Regarding the proposal of Mr. To The Son, the Chairman of the Provincial People's Committee assigned the Vinh City People's Committee to complete the zoning plan of Nghi Phu commune before May 30, the Department of Construction to appraise and submit to the Provincial People's Committee before June 30 for consideration and decision.
Regarding the land application of 24 households who were former military officers and employees of the X20C War Invalids Garment Factory, the Chairman of the Provincial People's Committee assigned Vinh City to systematize the documents and coordinate with the Department of Natural Resources and Environment to advise the Provincial People's Committee to resolve the issue in the spirit of removing difficulties for households in accordance with legal regulations.
