(Baonghean.vn) - On the afternoon of July 18, Chairman of the Provincial People's Committee Nguyen Xuan Duong had a working session with members of the Provincial Steering Committee for Disaster Prevention and Search and Rescue and directly inspected preparations for storm No. 3 about to make landfall in Nghe An in Vinh City and Hung Nguyen District.

According to the report of the Provincial Steering Committee for Disaster Prevention and Control to the Chairman of the Provincial People's Committee, from July 13 to July 18, due to the influence of the tropical convergence zone, the total rainfall in Nghe An was generally between 250 - 500 mm. The water level at some hydrological stations was at alert level 1, hundreds of dams were full of water, and damage occurred in many areas and many socio-economic sectors.

Nghe An has banned ships from sailing since 10pm on July 17. As of 5:30am on July 18, 3,767 vessels were anchored at the port, 101 vessels were anchored in other areas; currently, coastal districts and some mountainous districts are implementing plans to evacuate people, with an expected relocation of 3,680 households/15,912 people, mainly in place.

According to the forecast of the TU Hydro-Meteorological Center, on the evening of July 18, the center of storm No. 3 with strong winds of level 8, gusts of level 10 will directly affect coastal areas of provinces from Thai Binh to Ha Tinh.

To promptly respond to the complicated weather situation, at the working session, the Chairman of the Provincial People's Committee requested the members of the Steering Committee, based on their assigned tasks, to go to the grassroots to directly direct the response and recovery work of floods.

All levels of sectors and localities need to urgently, by all means, notify and guide ships operating at sea to escape or not enter dangerous areas, and guide them to arrange and anchor safely at shelters; Deploy plans to evacuate people in coastal areas, river mouths, areas at risk of deep flooding, apartment buildings, dilapidated high-rise buildings, areas at risk of landslides, etc., and complete evacuation in dangerous areas before 5:00 p.m. on July 18.

In particular, check locations at risk of landslides, underground water, overflows, and traffic jams to warn people, mobilize vehicles and guards to guide and divert traffic; proactively inspect dikes, dams, and works under construction to take measures to ensure safety for people and property...

The Chairman of the Provincial People's Committee noted: The storm landed in Nghe An in the evening, while our province was at the center of the storm with quite strong rain and wind, so the sectors and localities must seriously implement the direction of the Provincial Steering Committee for Flood and Storm Prevention.

The Electricity sector is required to ensure safety and power supply; localities have solutions to protect trees, especially in Vinh City; schools and hospitals have plans to ensure safety for students and patients. Do a good job of propaganda, do not let people be subjective, lose vigilance, minimize damage to people and property. Permanent rescue agencies such as the Provincial Military Command and the Border Guard Command are ready with means and forces to perform rescue tasks.

After the meeting, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected and directed the work of preventing storm No. 3 in Vinh City and Hung Nguyen District.

He inspected the living conditions of the residents of the D2 Quang Trung apartment building in Vinh City - home to 60 households who are officers and employees of the Railway sector. He requested the leaders of Vinh City to have an immediate plan to evacuate the households, ensuring the safety of people and property. At the same time, they should soon receive this apartment building from the Railway sector to submit to the Provincial People's Committee a plan to rebuild it as soon as possible.

Next, comrade Nguyen Xuan Duong also inspected the operation of the Cau Tri drainage pumping station and the Bara Ben Thuy drainage station (Ben Thuy Ward - Vinh City). He requested staff to be on duty 24/7 to proactively drain water in a timely manner, effectively preventing flooding in the Hung Nguyen area, Vinh City and areas related to the drainage axes. He requested the Nam Irrigation Company Limited to urgently install field pumping stations to drain water in the Vinh market area and Vinh City.

In Hung Nguyen district, the main drainage routes and junctions are currently operating effectively to drain water. However, the internal drainage channels are still blocked, so about 3,000/5,000 hectares of summer-autumn rice are currently flooded, and some roads are cut off.

Here, comrade Nguyen Xuan Duong requested the district to focus on clearing internal drainage channels to ensure timely drainage and have plans to relocate households in areas at risk of flooding./.
