(Baonghean.vn) - Chairman of the Provincial People's Committee Thai Thanh Quy requested the Department of Home Affairs to consult with relevant departments and branches and advise the Provincial People's Committee to have synchronous instructions and guidance for communes and blocks, hamlets and villages in changing documents related to personal information and transactions of people with the government after the merger. On the afternoon of September 11, at the September thematic meeting, the People's Committee of Nghe An province listened to and gave opinions on two draft resolutions related to the merger of communes and hamlets to be submitted to the upcoming session of the Provincial People's Council. Provincial People's Committee approved the project of merging communes.

The Provincial People's Committee listened to and commented on the Draft Resolution of the Provincial People's Council on the "Overall project to arrange and merge commune-level administrative units in Nghe An province for the period 2019 - 2021".

According to the merger plan, Nghe An has 36 commune-level administrative units (CAUs) merged into 16 units, reducing 20 units belonging to 9 districts and towns including: Que Phong, Tuong Duong, Thanh Chuong, Dien Chau, Nghi Loc, Nam Dan, Nghia Dan, Hung Nguyen and Thai Hoa. At that time, the whole province will have 460 CAUs left, including 411 communes, 32 wards and 17 towns.

The project also outlines plans for organizational structure, staff arrangement, and policies for redundant staff; and the conversion of documents for individuals and organizations due to changes in administrative boundaries at district and commune levels.

The conference also listened to and commented on the draft Resolution of the Provincial People's Council on the establishment, merger, and renaming of hamlets, blocks, villages, and hamlets in communes, wards, and towns in the districts of Anh Son, Nghi Loc, Quynh Luu, Que Phong, Dien Chau, Vinh city, and Hoang Mai town.

Of which, Vinh City, Hoang Mai Town and Anh Son and Nghi Loc districts currently have a total of 1,201 blocks, hamlets and villages. According to the construction plan, it is expected to merge a total of 675 hamlets and the number of hamlets formed after the merger is 303. The total number of hamlets after the merger is 829, a decrease of 372 hamlets.

In addition, Quynh Luu, Que Phong, and Dien Chau districts proposed to merge a total of 20 hamlets that have not been merged in Resolution No. 08/NQ-HDND dated July 12, 2019, and Vinh City proposed to establish 2 new blocks.

Previously, at the 9th session, the People's Council of Nghe An province, term XVII, passed Resolution No. 08/NQ-HDND dated July 12, 2019 on merging and renaming hamlets, blocks, and villages in communes, wards, and towns in 14/21 districts in Nghe An province, reducing 1,608 hamlets after completion.

Timely guide localities to implement uniformly and synchronously

At the meeting, the delegates basically agreed with the two draft resolutions above. However, some opinions raised many issues that need attention.

Comrade Le Ba Hung - Director of the Department of Information and Communications suggested that the propaganda work must be very specific, systematic and methodical to create high consensus among the people when merging.

Comrade Le Van Ngoc - Vice Chairman of the Provincial Fatherland Front Committee proposed to have guidelines for arranging and assigning commune-level cadres and civil servants; at the same time, it is necessary to study to have a synchronous policy for block and hamlet cadres because after the merger, the number of households and area have increased, the workload has also increased accordingly.

After listening to the opinions of the meeting members, on behalf of the members of the Provincial People's Committee, Comrade Thai Thanh Quy - Chairman of the Provincial People's Committee concluded and approved the above two drafts.

However, the Department of Home Affairs needs to review the documents to submit to the Provincial Party Committee Standing Committee and the People's Council to ensure strictness; advise the Provincial People's Committee on the plan to allocate funds for implementation, including propaganda work.

The Chairman of the Provincial People's Committee also requested relevant departments and branches to grasp the situation at commune-level administrative units subject to merger to promptly guide localities to implement uniformly and synchronously the review, arrangement and assignment of staff; guide the handling of facilities; amend personal documents and transactions of people...

Emphasizing that these are important tasks that must be done immediately, the Chairman of the Provincial People's Committee requested the Department of Home Affairs to send officials to accompany the districts, towns, and commune-level administrative units subject to merger to review and develop plans for arranging officials and civil servants; ...

Along with that, relevant departments, branches and administrative units at commune and district levels should calculate the plan to handle the material facilities of communes subject to merger such as: planning, land auction plan for old headquarters to build new headquarters of commune-level administrative units at suitable, reasonable locations convenient for people's transactions. In addition, it is necessary to request relevant localities to report on the current status of headquarters, and request to stop new investment and renovation of headquarters (if any).

The Chairman of the Provincial People's Committee also noted that in the process of merging communal-level administrative units, it is necessary to focus on systematic and methodical propaganda work, paying special attention to propaganda through the grassroots radio system, direct activities in blocks, hamlets, and villages so that people know; at the same time, spreading good propaganda methods...

Regarding the merger of hamlets, the Department of Home Affairs needs to research to have a policy to encourage cadres who retire due to the merger; calculate policies for hamlet cadres after the merger with an overall vision in the province.

Regarding the plan for using the communal cultural house after the merger, the district and commune levels must proactively review and develop appropriate plans for arrangement and use. At the provincial level, they must inspect and review outstanding issues; report and promptly handle problems.

In particular, the Chairman of the Provincial People's Committee noted that the Department of Home Affairs should consult with relevant departments and branches and advise the Provincial People's Committee to provide consistent direction and guidance to communes, hamlets, and villages in changing documents related to personal information and transactions between people and the government.
