Chairman of the Provincial People's Committee: Highly focus on achieving economic growth targets

On the morning of March 19, the Provincial People's Committee held an online conference for the first quarter of 2019. Not yet achieved growth scenario

In the first quarter of 2019, the province's gross regional domestic product (GRDP) was estimated at over VND17,799 billion, up 7%. The industrial production development index is estimated to increase by 7.51% over the same period in 2018. The province's budget revenue is estimated at VND3,354 billion, reaching 24.9% of the estimate, up 14.5% over the same period in 2018; budget expenditure is estimated at VND5,354 billion, reaching 22% of the estimate.

The Provincial People's Committee has focused on directing and urging the acceleration of key projects such as: Vinh - Cua Lo connecting road project, projects at Vinh International Airport, Ban Mong Reservoir project, etc., starting construction of a number of important projects.

The field of international cooperation has been promoted with many exciting activities. Investment attraction activities continue to receive attention and direction. The province has successfully organized the Spring Meeting with Investors - 2019. In particular, 2019 was chosen by the province as the "Year of Administrative Reform", the Provincial People's Committee issued an implementation plan.

The province has also focused on directing localities and units to actively implement the contents of new rural construction. The cultural and social fields have many positive changes; security, national defense, order and social safety have been maintained.

Discussing the tasks and solutions for the second quarter of 2019, Director of the Department of Planning and Investment Nguyen Van Do expressed his concern: Although this year's growth rate is higher than the same period in recent years, it has not yet reached the growth scenario for the first quarter of 2019 (target of 8%); import and export activities decreased by 29.6% compared to the same period.

"Therefore, sectors and localities need to focus on solutions to achieve the economic development plan targets, especially focusing on site clearance so that investors can soon implement projects," said the Director of the Department of Planning and Investment.

Sharing the same view, Director of the Department of Agriculture and Rural Development Hoang Nghia Hieu said: The agricultural sector has not yet achieved the growth scenario.

“The second quarter of 2019 is a key and heavy task for the agricultural sector to achieve the set goals. Therefore, the sector focuses on directing the new rural construction program, restructuring the agricultural sector, attracting businesses to invest in the agricultural sector, and implementing the One Commune One Product program” - Director of the Department of Agriculture and Rural Development affirmed.

At the conference, districts, cities and towns quickly reported on the results of local socio-economic development as well as made recommendations to the Provincial People's Committee on difficulties and problems at the grassroots level such as: merging villages, hamlets, communes, and public service units; compensation problems for land acquisition and clearance for the project to upgrade and expand National Highway 1A, projects being implemented in localities; strengthening the assignment and decentralization to districts and communes in handling administrative procedures, etc.

Focus on achieving goals

Concluding the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy assessed that although the results in all areas have changed, the growth rate has not yet reached the set scenario. Therefore, departments, branches and localities need to base on the growth scenario and focus on solutions to achieve the set goals.

Regarding the agricultural sector, the Chairman of the Provincial People's Committee requested that the sector focus on directing and assigning responsibility to leaders, especially controlling the spread of African swine fever.

The agricultural sector also needs to pilot the planting of medicinal plants in some localities such as Que Phong and Ky Son to evaluate and replicate in order to promote advantages and improve the lives of people in the Western region.

Regarding the industrial sector, the Chairman of the Provincial People's Committee requested relevant departments and branches to focus on implementing solutions to increase the proportion of some types of products; strictly manage planning, construction, and urban order; on the other hand, closely link businesses and people to promote tourism services.

The head of the provincial government emphasized the need for sectors and localities to focus highly on achieving the budget revenue target of over VND15,100 billion in 2019; speed up the disbursement of public investment capital, and promote growth.

The Chairman of the Provincial People's Committee noted that for projects that have signed investment cooperation agreements at the Spring Meeting with Investors in 2019, sectors, localities and investors need to coordinate to prepare processes and procedures so that the projects can soon be put into operation.

To implement the "Year of Administrative Reform", the Chairman of the Provincial People's Committee suggested that there should be fundamental solutions to improve public service ethics; accelerate the establishment of Public Administration Service Centers; districts, cities and towns strictly implement regulations on heads of government periodically receiving citizens; focus on resolving petitions, complaints and denunciations;

At the same time, focus on implementing projects to celebrate the 130th birthday of President Ho Chi Minh.

Comrade Thai Thanh Quy suggested that the sectors should proactively coordinate with the ministries and sectors invited to attend the meeting between the Politburo and the Standing Committee of Nghe An Provincial Party Committee on the review of 5 years of implementing Resolution 26 of the Politburo on the direction and tasks for the upcoming development of Nghe An province.

Also this morning, the Provincial People's Committee listened to the Report on the implementation results of the Conclusion Notice of the Chairman and Vice Chairmen of the Provincial People's Committee at the February 2019 meeting and thematic working sessions in February and March 2019; Report on administrative reform in the first quarter of 2019, tasks and solutions in the second quarter of 2019; Report on foreign affairs in the first quarter of 2019, tasks and solutions in the second quarter of 2019.
