Chairman of the Provincial People's Committee: Focus on removing obstacles and difficulties to achieve development goals

(Baonghean.vn) - Chairman of the Provincial People's Committee Nguyen Duc Trung requested that sectors and localities coordinate more smoothly and rhythmically, focusing on removing obstacles and difficulties that have been pointed out, especially those of businesses and investors in the province to achieve development goals.

On the morning of March 23, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of the Provincial People's Committee in March 2023. Also attending the meeting were representatives of the Standing Committee of the Provincial People's Council, Vice Chairmen of the Provincial People's Committee, members of the Provincial People's Committee and leaders of sectors, units and localities at 21 connecting points.

MANY POSITIVE RESULTS IN A DIFFICULT CONTEXT

At the meeting, the Provincial People's Committee and sectors and localities focused on discussing the implementation of tasks of working groups; the implementation of the socio-economic development plan in the first quarter, key tasks and solutions in the second quarter of 2023; the implementation of state budget collection in March 2023, tasks and solutions in the second quarter of 2023; administrative reform work in the first quarter, tasks and solutions in the second quarter of 2023.

Speaking at the meeting, Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee requested the relevant sectors to study solutions to handle difficulties in the High-tech Forestry Zone project; temporarily repair pumping stations along Lam River to overcome drought; promptly provide cement for localities to build new rural areas; strictly review procedures for granting mines, assessing environmental impacts; overcome pollution, overexploitation of reserves, tax losses, etc.

Analyzing the budget collection results in the first quarter of 2023, Mr. Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee said that, in general, there is no concern compared to the assigned plan and this is also the general picture of the whole country. However, the sectors need to have appropriate solutions in developing products of cement, electricity, minerals, beer and wine, etc.

The Standing Vice Chairman of the Provincial People's Committee also said that it is necessary to re-evaluate the capacity of consulting units and resolve the confusion in completing procedures and documents for implementing public investment projects. In particular, the sectors need to pay attention to issues related to material mines and require contractors to mobilize enough human resources and machinery to complete projects on schedule.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that in the first quarter of 2023, Nghe An, like many localities across the country, faced many difficulties and challenges. However, in that context, the province's socio-economic development situation still achieved positive results.

Growth was quite good, in which the service sector was higher than the scenario. Budget revenue was close to the proposed scenario. Investment attraction had positive signs, more and more foreign investors were interested in Nghe An. Cultural and social fields were well organized, especially social security work with programs to support poor and near-poor households to celebrate Tet and build and repair houses for the poor and disadvantaged.

The results of implementing the Government's Project 06 have been high. Nghe An has risen from 56th place to 4th place nationwide, with an online file settlement rate of 43.5% and nearly 1.5 million accounts registered for electronic identification. "This affirms that anything with strong, specific, and determined direction will achieve high results," the Chairman of the Provincial People's Committee emphasized.

In addition to the achieved results, the Chairman of the Provincial People's Committee also pointed out the shortcomings and limitations that need to be resolved. Those are the unachieved growth target, especially in industrial production; budget revenue does not meet requirements; the disbursement rate of public investment capital is still modest.

Administrative reform has made progress, but the handling of administrative procedures in some sectors and localities has not met the time requirements. The situation of cadres and civil servants violating discipline and the law continues to occur. Disciplinary action against cadres is something that is not wanted but must be done, although there have been warnings, deterrences, and rectifications, but it still happens.

Sectors and localities need to coordinate more smoothly, RHYTHMICLY, and effectively.

Emphasizing the key tasks and solutions in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that sectors and localities continue to focus, make greater efforts, and take greater responsibility to effectively implement the development goals and targets approved by the Provincial People's Council.

In the current conditions, sectors and localities must focus on reviewing and removing the obstacles and difficulties that have been pointed out; especially removing obstacles for production and business enterprises and investors implementing projects in the area. To do this, sectors and localities need to coordinate with each other more effectively, smoothly and rhythmically to solve the work faster.

The Ministry of Industry and Trade coordinates with other sectors to review the province's industrial product production capacity; review projects that can be put into production to make up for the shortage; grasp market information to help businesses promote consumption capacity, especially traditional products.

The agricultural sector is concerned with dealing with water shortages and droughts, has plans to repair pumping stations along the Lam River to ensure agricultural production, and proactively prevents and fights forest fires.

Regarding the province's key tasks, the Chairman of the Provincial People's Committee requested the Department of Planning and Investment to coordinate with the Provincial Party Committee Office and Central agencies to effectively carry out the task of summarizing Resolution 26 of the Politburo and proposing the Politburo to issue a new Resolution for the province.

On the other hand, speed up the progress of the task of formulating the Provincial Planning for the period 2021-2030, with a vision to 2050; prepare for the mid-term review of the implementation of the Resolution of the 19th Provincial Party Congress; speed up the progress of implementing key projects in the transport sector; complete investment procedures for Hoang Mai II Industrial Park; support investors who have been implementing projects in industrial parks in terms of labor resources and electricity. The sectors must have a positive attitude so that investors coming to Nghe An feel secure when implementing projects.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the Department of Finance to coordinate with the Tax Department and the Customs Department to review and find solutions to maximize revenue sources; strictly manage and operate budget expenditures to ensure efficiency.

In the work of disbursing public investment capital, the head of the Provincial People's Committee requested that sectors and localities, especially leaders, pay more attention, have the participation of Party committees, assign specific tasks, and assign clear responsibilities regarding time and results. Localities must strictly manage procedures, both comply with regulations and meet progress; not propose or add new projects when they do not meet the requirements for implementing existing projects.

Sectors in the cultural and social fields need to promote the results of the past time and perform well the assigned tasks. In particular, pay attention to implementing the program to support the construction of houses for the poor and people with housing difficulties in the province to achieve efficiency and achieve the set goals.

Organizing commemorative activities, major holidays, and cultural events must ensure good customs and traditions, avoid offensive information and images that cause public outrage. The tourism industry is interested in propaganda, promotion, and building a beautiful and attractive image of Nghe An tourism; effectively implementing tourism activities during major national holidays.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested sectors and localities to strictly implement the direction of the Government and the Prime Minister on handling administrative procedures, not causing difficulties and troubles for people; and continue to well implement Project 06 of the Government.

In particular, sectors and localities must pay attention to strengthening discipline, order, awareness, attitude and responsibility of cadres, civil servants and public employees in performing public duties; promptly encourage and motivate cadres and civil servants to work with peace of mind; clarify responsibilities and reasons for proposing to issue incomplete Provincial People's Council Resolutions; ensure national defense - security, social order and safety, especially during holidays.
