Chairman of the Provincial People's Committee Thai Thanh Quy: Socialized revenues in schools must be controlled
(Baonghean.vn) - Chairman of the Provincial People's Committee Thai Thanh Quy requested the Department of Education and Training to implement solutions to combat overcharging in schools; ensure that socialized funds must be controlled, appropriate to the actual situation, not causing resentment in society and ensuring effectiveness.
On the morning of October 23, the Provincial People's Committee held a regular meeting in October 2019 to listen to a report on the socio-economic situation in the first 10 months of the year and some other important contents.

African swine fever is complicated
In October, the Provincial People's Committee directed sectors and localities to focus on production, business, and organize winter crop planting and production.The industrial production index (IIP) in Nghe An in October 2019 is estimated to increase by 11.4% over the same period in 2018. On average, in the first 10 months of 2019, the IIP is estimated to increase by 8.32% over the same period. Commercial activities continue to be vibrant.
In October, all levels and sectors continued to focus on urging and accelerating the construction progress and disbursement of basic construction investment projects.

As of October 17, 2019, the Provincial People's Committee has newly granted (including approving investment policies and granting Investment Certificates) to 85 projects, with a total registered investment capital of VND 9,985.8 billion, adjusted 5 projects with an increased adjusted investment capital of VND 668.07 billion; the total newly granted and increased capital is VND 10,653.15 billion.
Budget revenue for the first 10 months is estimated at VND12,668.5 billion, reaching 93.9% of the estimate, up 16.2% over the same period. Budget expenditure for the first 10 months is estimated at VND20,100 billion, reaching 82.6% of the estimate.
The socio-cultural sector achieved many positive results. Sectors and levels continued to implement solutions to promote administrative reform. National defense and security were maintained. Foreign affairs and investment promotion continued to receive attention and direction.

Discussing at the meeting, Director of the Department of Agriculture and Rural Development Hoang Nghia Hieu said that due to the influence of cold air combined with high-altitude easterly wind disturbances, from October 14 to 16, Nghe An province had heavy to very heavy rain, causing widespread flooding in Vinh City and surrounding areas, greatly affecting production and people's lives; some schools, traffic, and irrigation works were eroded and damaged...
Regarding the African swine fever situation, the head of the Department of Agriculture said that the African swine fever epidemic is currently complicated, with 307 communes in the province currently affected by African swine fever.

"To prevent the spread of African swine fever, the provincial authorities have set up dozens of animal quarantine stations, controlled all pigs circulating in the province, disinfected and sterilized, and called on people to strictly implement biosafety measures in livestock farming," said Mr. Hieu.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa requested that sectors and localities pay attention to speeding up the progress of site clearance for transport projects, especially the North-South Expressway project; speeding up the progress of projects in the Southeast Economic Zone.
Anti-overcharging in schools
Concluding the meeting this morning, Chairman of the Provincial People's Committee Thai Thanh Quy requested the sectors to review the sector's 2019 targets and continue to implement solutions to strive to complete the targets set for 2019.

Members of the Steering Committee for African Swine Fever Prevention and Control will increase on-site inspections in localities to promptly urge and direct disease prevention and control work; continue to urge communes to complete the targets for new rural construction in 2019.
In addition, the Chairman of the Provincial People's Committee requested the sectors to continue to remove difficulties for enterprises, increase the value of industrial production. Focus on directing and accelerating the disbursement of capital for basic construction investment. Strengthen the collection and management of state budget revenue and expenditure.
Regarding the Education and Training sector, the Chairman of the Provincial People's Committee requested the sector to implement solutions to combat overcharging in schools; ensure that socialized funds must be controlled, in accordance with the actual situation, not causing resentment in society and ensuring effectiveness.
Regarding administrative reform, the Chairman of the Provincial People's Committee requested relevant units to focus on tasks to put the Public Administration Service Center into operation in 2019. The Department of Home Affairs needs to urge sectors to focus on solutions to create changes in the province's administrative reform.

Also in the morning, the Provincial People's Committee listened to and unanimously approved the Draft Resolution of the Provincial People's Council on abolishing Resolution No. 298/2009/NQ-HDND dated December 23, 2009 of the Provincial People's Council on a number of regimes and policies for cadres, civil servants and public employees from the lowlands working in the highlands;
Draft Resolution on financial support to encourage communes, wards and towns to achieve and continuously maintain the achievement of the National Health Criteria by 2020;
Regulations on prices of medical examination and treatment services not covered by the Health Insurance Fund in state-owned medical examination and treatment facilities under the management of Nghe An province;
Draft Resolution on abolishing Clause 1, Article 1 of Resolution No. 274/2009/NQ-HDND dated July 23, 2009 of the Provincial People's Council on approving policies to encourage labor export;
Draft plan to implement Action Program No. 88-Ctr/TU dated June 20, 2019 of the Provincial Party Executive Committee on implementing Resolution No. 28-NQ/TW dated May 23, 2018 of the 7th Conference of the Central Party Executive Committee (term XII) on reforming the Social Insurance policy.
Project to assess satisfaction level and competitiveness at department, industry and local levels in Nghe An province.
