(Baonghean.vn) - At the opening session of the 14th session of the Provincial People's Council, Comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province reflected many concerns and worries of the people and proposed 5 groups of issues to the Provincial People's Council and People's Committee.

The opening session of the 14th session of the 18th Provincial People's Council, term 2021 - 2026 took place on the morning of July 5 in Vinh city. Comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province reported on the activities of the Vietnam Fatherland Front in the province participating in government building in the first 6 months of 2023 and the opinions and recommendations of voters and people in the province; proposed and recommended to the Provincial People's Council and People's Committee on necessary issues.

Diversify forms of people's solidarity

Announcing the activities of the Vietnam Fatherland Front of Nghe An province participating in government building in the first 6 months of 2023, the Chairman of the Vietnam Fatherland Front Committee of Nghe An province emphasized that the Vietnam Fatherland Front of the province has accompanied the Party Committee, government, and Vietnam Fatherland Front at all levels to effectively deploy and implement coordination programs.

The focus is to continue to innovate and diversify propaganda, mobilization, gathering and solidarity work among all classes of people, creating high consensus in society; innovate the way of listening and receiving opinions, thoughts and aspirations of voters and people on all channels, especially promoting the effectiveness on the Nghe An Front Fanpage with nearly 113,000 followers - the community page with the largest number of followers in the Fatherland Front system nationwide.

Continuing to implement the movement "The whole country joins hands for the poor, leaving no one behind"; implementing Directive 21 of the Provincial Party Committee on strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor in Nghe An province, after nearly 5 months of launching, 141 units have registered to support 11,983 houses for the poor, with a total registered amount of more than 611 billion VND; of which 2,995 poor households have been able to move into new houses.

Regarding social supervision and criticism, the Fatherland Front at all levels in the province has compiled more than 1,900 opinions and recommendations from the people for consideration and resolution by Party committees and authorities at all levels; organized 504 conferences to collect public opinions on the draft Land Law (amended) with 9,417 comments from organizations and individuals.

Still many concerns and worries

Besides appreciating the leadership, direction, management and participation of the Provincial Party Committee, People's Council, People's Committee and provincial departments, branches and sectors, the Chairman of the Provincial Vietnam Fatherland Front Committee also raised many concerns and worries of voters and people of the province.

Most concerning are a series of difficulties in the production and business activities of enterprises. Voters and people are also worried about the increasing trend of some infectious diseases; the management of food safety is still limited, food poisoning still occurs; the supply of medicine and medical supplies; the coordination of health insurance examination and treatment on Saturdays and Sundays is not timely, affecting the needs and rights of the people for medical examination and treatment.

In addition, voters are concerned about the rising price of textbooks and the overloaded curriculum that leaves children with no time to play, relax, and develop physically; the work of preventing school violence, preventing child drowning, and educating students on life skills is still inadequate.

The collection, transportation and treatment of domestic solid waste is still inadequate; the issuance and exchange of land use right certificates in many localities is slow, affecting the legitimate rights and interests of the people.

Voters and the People are still worried about the fact that criminals have many new and extremely sophisticated methods and tricks of operation, using high technology to commit crimes; the situation of fraud, appropriation of property via the Internet, social networks, online software, "black credit" activities...; the situation of using social networks to advertise, disseminate images, make uncultured statements, defame, and distort the activities of organizations, individuals, agencies, and units that have not been strictly controlled... affecting the thinking of young people and the People in general.

Administrative reform work still has many "bottlenecks", there are no effective solutions to completely handle them, especially the situation where some officials and civil servants still take advantage of their positions and powers, causing harassment and negativity in handling work for businesses and people in some areas that are prone to corruption, in particular there have been some cases of discipline, prosecution, criminal proceedings, etc.; affecting the development of the province and the trust of the people.

Proposing 5 groups of issues to the Provincial People's Council and People's Committee

Through monitoring and listening activities, gathering people's opinions, the Chairman of the Provincial Fatherland Front Committee recommended that the Provincial People's Council and People's Committee pay attention to 5 groups of issues.

Propose that the Provincial People's Committee continue to recommend that the Central Government have a plan to completely handle the existing problems and difficulties of the Ban Mong Reservoir Project.

It is recommended to continue directing departments, branches and Vietnam Electricity Development Joint Stock Company (investor) to promptly resolve the existing problems and difficulties of the Khe Bo Hydropower Project related to the items that must adjust the overall components of compensation, site clearance, migration and resettlement to ensure the rights of affected households.

Propose that the Provincial People's Committee direct the Management Board of the Southeast Economic Zone and relevant departments and branches to promptly advise and clarify the policy of relocating households in Hamlet 9, Nghi Xa Commune out of the Nam Cam Industrial Park to avoid environmental impacts so that people can feel secure in building, expanding houses, dividing plots of land, etc., ensuring the rights of the people; at the same time, completely resolve existing problems and obstacles that directly affect the people (wastewater, noise, water flow congestion, cracks in houses, roads, etc.) related to the construction of the N5 route phase 2, expansion and upgrading of traffic route 536 and National Highway 1.

Propose that the Provincial People's Committee issue a document recommending the Government and the Ministry of Health to consider and have satisfactory solutions to ensure fairness in policy implementation between health officials and population officials, related to the implementation of Decree 05/2023/ND-CP dated February 15, 2023 of the Government on amending and supplementing a number of articles of Decree 56/2011/ND-CP dated July 4, 2011 of the Government regulating preferential allowances according to profession for civil servants and public employees working at public health facilities.

In order to contribute to disseminating the Law on Implementation of the Grassroots Democracy Regulations, which takes effect from July 1, 2023, and improving the capacity of the Provincial Community Investment Supervision Board; the Provincial Vietnam Fatherland Front Committee has established the Steering Committee for the 2023 Provincial Excellent Community Investment Supervision Board Contest. In order for the Contest to be implemented synchronously, widely, and practically, the Standing Committee of the Provincial Vietnam Fatherland Front Committee respectfully requests the People's Committees of districts, cities, and towns to pay attention to coordinating and ensuring conditions for the Vietnam Fatherland Front at all levels to successfully deploy and organize the Contest.
