The accusation is that Viet A Chairman Phan Quoc Viet spent more than 106 billion VND on bribery, reputation enhancement... to gain illegal profits.
The Supreme People's Procuracy has just completed the indictment to prosecute 38 defendants in the case of Viet A Company inflating the price of Covid-19 test kits.
According to the accusation, Chairman of Viet A Phan Quoc Viet colluded with Mr. Trinh Thanh Hung (former Deputy Director of the Department of Science and Technology of Economic and Technical Sectors, Ministry of Science and Technology) so that Mr. Hung could influence Mr. Chu Ngoc Anh (former Minister of Science and Technology) and Pham Cong Tac (former Deputy Minister of Science and Technology) to decide to allow Viet A Company to coordinate in implementing the Project on research and manufacturing of testing tests.illegal.
With the purpose of producing and selling test kits to make illegal profits, the ChairmanViet Acontinued to collude with Mr. Trinh Thanh Hung - former Minister of Health Nguyen Thanh Long and Mr. Nguyen Huynh (former Deputy Head of Drug Price Management Department, Department of Drug Administration, Ministry of Health), Nguyen Van Trinh (former official of the Government Office) and other defendants to commit many violations to help Viet A Company.

Specifically, in order for Viet A Company to have its test products inspected; to have phase 1 of the Project accepted to prepare a dossier to send to the Ministry of Health for a temporary and official registration number, turning the test product from a State-owned product into a product owned by Viet A Company; and to facilitate the sale of test products nationwide, defendant Phan Quoc Viet colluded with defendants from the Ministry of Science and Technology to be proposed to receive a Certificate of Merit to polish the image and brand of the test product.
Mr. Viet also colluded with defendants in the Ministry of Health to negotiate inflated prices, delayed checking negotiated prices to create a level price for testing; introduced to provincial and municipal leaders to sell testing products for illegal profits.
In order to get the accomplices to intervene and help as mentioned above, Mr. Phan Quoc Viet agreed to share and give bribes and thank-you money many times with a total amount of 3.45 million USD and 4 billion VND.
In which, defendant Viet twice gave bribes to Mr. Trinh Thanh Hung with a total amount of 350,000 USD (equivalent to 8.016 billion VND); Mr. Viet directly and directed Deputy General Director of Viet A Vu Dinh Hiep to give bribes to defendants at the Ministry of Health, namely Mr. Nguyen Thanh Long, Nguyen Huynh (former Deputy Head of the Department of Drug Price Management - Department of Drug Administration, Ministry of Health; former Secretary of the Deputy Minister of Health), Nguyen Minh Tuan (former Director of the Department of Medical Equipment and Construction - Ministry of Health) and Nguyen Nam Lien (former Director of the Department of Financial Planning - Ministry of Health) with a total of 2.65 million USD (equivalent to more than 60 billion VND) and 4 billion VND.
In order to consume large quantities of test kits in localities and be paid at inflated prices, Mr. Phan Quoc Viet, Vu Dinh Hiep and employees of Viet A Company colluded with leaders and employees of public health facilities to commit acts that violated the provisions of the law on bidding, pre-emptive use of goods, and legalization of procedures and documents for later payment according to the unit price set by Viet A Company.
During the process of consuming test products, the Chairman of Viet A directed employees to calculate and pay a percentage outside the contract; directly or directed Mr. Hiep, Ms. Phan Ton Noel Thao (chief accountant of Viet A Company) and Ho Thi Thanh Thao (treasurer of Viet A Company) to give bribes totaling more than 34 billion VND to leaders and employees at public medical facilities nationwide.
The indictment determined that the total amount of money that defendant Phan Quoc Viet gave as bribes was more than 106 billion VND. The actions of Chairman Viet A caused a loss of more than 1,235 billion VND, of which the loss to the State Budget was more than 402 billion VND.
