Vinh City is in the process of development with a series of urban infrastructure projects being implemented, such as the Vinh urban development project, 72m road, 32m road, extended Le Mao road, area B of the Provincial General Hospital and many new urban areas, apartments, along with projects to remove old collective housing areas, renovate Quang Trung apartment complex...

In order for these projects to be implemented smoothly, from the leaders of the People's Committee and the city's departments and offices to the wards and communes, they have tried very hard to mobilize and persuade people to clear compensation, clear land, and implement resettlement. It is said to try, because many projects are almost implemented at the same time, the number of affected households is large, with thousands of households, the Vinh urban development project alone is affected by 550 households.

On the other hand, in the city where “every inch of land is gold”, land management due to history has difficulties and complexities; compensation policies have shortcomings. The city’s approach is to establish a land clearance council for each project, assigning specific responsibilities to the city’s specialized departments and the commune and ward authorities to propagate, explain, and mobilize people to support the policy for the common development of the city. The head of the city government himself went down to the grassroots to listen to people and make them understand and find ways to resolve problems on the basis of ensuring the best interests of the people according to the provisions of law.

The mark of the city's government's mass mobilization work is the policy of reclaiming sidewalks, which has created a high level of awareness and consensus among the people. Ms. Nguyen Thi Mai, block 14, Truong Thi ward, shared: "Thanks to the block and ward officials coming to the place to mobilize and sign commitments, in our block, before the city launched the campaign, many households had rented concrete cutters or dismantled them themselves, returning the sidewalks to a clear space."

Comrade Nguyen Hoai An - Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, shared: "In order for the government's mass mobilization to be carried out well, the issue that the city is concerned about is promoting administrative reform, improving the working style, manners and attitudes of serving the people of the team of cadres and civil servants from the city to the ward and commune levels; thereby strengthening the people's trust in the government apparatus. Every matter, big or small, requires doing a good job of mass mobilization, first of all, the propaganda stage so that people understand the policy, then persuading and mobilizing people to implement it."

As for Thanh Chuong district, the issue of concern in the government's mass mobilization work is to improve the capacity to direct and organize the implementation of projects and plans for socio-economic development, national defense and security. For example, in the project to develop and expand the area of ​​orange cultivation, the district determined that first of all, it is necessary to change the mindset, awareness, especially the production habits of the people, which is not easy because the investment cost for orange cultivation is high and the output is not stable.

Clearly identifying the difficulties, the District People's Committee has established a Steering Committee to implement the project; assigned members in charge and assigned specific targets to each locality to propagate, mobilize and select a number of capable households to do it first. Periodically every quarter and 6 months, organize inspections, urge and find solutions to remove difficulties and obstacles. With that approach, up to now, the area of ​​V2 oranges, Xa Doai has been newly planted on Thanh Chuong land with more than 50 hectares, initially bringing about effectiveness.

Comrade Nguyen Van Que - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Thanh Chuong district, said: "In addition to mass mobilization work, to bring policies and projects into life, Thanh Chuong also resolutely handles the responsibility of leaders when they are lax in directing and operating or consider and transfer cadres when they are found to have low ability to complete tasks. Specifically, the district has suspended the Chairman of the People's Committee of Ngoc Lam commune due to ineffective direction of implementing the conclusions assigned by the district; at the same time, the Chairman of the People's Committee of Thanh Van commune has been transferred to Vice Chairman of the People's Council, the Chairman of the People's Committee of Thanh Ha commune has been transferred to Chairman of the Fatherland Front Committee and is in the process of transferring the Chairman of the People's Committee of Thanh Son commune to become a civil servant...".

Administrative reform, improving public ethics

According to the assessment of comrade Nguyen Manh Khoi - Deputy Head of the Provincial Party Committee's Mass Mobilization Committee, the government's mass mobilization work has continued to receive attention from the government from the province to the grassroots level. The awareness of serving the people of the cadres and civil servants in the government apparatus has been raised. All levels and sectors have strengthened their close contact with the grassroots level and proactively proposed solutions to focus on solving urgent and outstanding problems and petitions, complaints, denunciations, proposals and recommendations of the people at each level, each sector and field under their management.

Administrative reform and democracy at the grassroots level have been focused on and have created many positive changes. However, according to comrade Nguyen Manh Khoi, the authorities of some localities, especially the grassroots level, as well as the leaders of some departments, branches, and sectors, and a number of cadres and civil servants do not fully and deeply understand the meaning and importance of mass mobilization work, so at times and in some places, they do not pay due attention. This leads to some policies and guidelines being implemented only in writing, while the methods and ways of mobilization are limited.

There are some matters that require public opinion but are not implemented or are implemented but not in accordance with democratic procedures; so people do not understand. Although administrative reform has made much progress, it has not really met practical requirements. There is still a situation where officials and civil servants have not gone deep into and listened to the opinions of the people, have not done a good job of propaganda, persuasion, mobilization and coordination to resolve complex problems that arise...

Also mentioning the limitations in the government's mass mobilization work, Chairman of Vinh City People's Committee Nguyen Hoai An admitted: "The lack of enthusiasm and openness in solving problems for people and businesses by some officials and civil servants also affects the image of a government that is truly for the people. Besides, there are issues left by history, which have not been resolved from year to year due to difficulties and limited resources such as upgrading some degraded roads, anti-flooding infrastructure for the city, lighting systems..., which are also factors affecting the government's mass mobilization work at all levels in the city."

Sharing the same view, Chairman of Thanh Chuong District People's Committee - Nguyen Van Que, said that the grassroots cadres in Thanh Chuong have not met the requirements of innovation in propaganda work, leading to policies, laws that have not been fully understood by the people. Some mechanisms, policies, and regulations are still inadequate in practice, also affecting the government's mass mobilization work.

Faced with development requirements and conflicts and inadequacies arising in the process of direction and administration, authorities at all levels need to pay more attention and place more importance on mass mobilization work, in order to create high consensus in society to carry out the common tasks of the locality.

According to comrade Dau Van Thanh - Director of the Department of Home Affairs, to improve the effectiveness of mass mobilization work, the government in the coming time must continue to strengthen and innovate propaganda work so that people can fully grasp the Party's guidelines and policies, raise awareness and understanding of the law. Continue administrative reform, focusing on reforming administrative procedures; improve the efficiency and effectiveness of the state apparatus in the direction of quickness, accuracy and compliance with the law; improve the public ethics of cadres and civil servants, be close to the people, understand the people and be responsible to the people, on that basis establish mechanisms and policies to meet the legitimate needs of the people and businesses.
