Grade 1 textbooks have not been changed since the 2019-2020 school year
The Ministry of Education and Training has decided not to apply the new curriculum and textbooks for grade 1 from the 2019-2020 school year as previously planned.
This is also the information reported by Minister of Education and Training Phung Xuan Nha to Chairman of the National Assembly's Committee on Culture, Education, Youth and Children Phan Thanh Binh.
Instead, the replacement of grade 1 textbooks will be at the latest deadline allowed by the National Assembly, which is from the 2020-2021 school year.

Accordingly, the reason given by the Ministry of Education and Training is that at this time, the new general education curriculum has not yet been issued. In the immediate future, there are still a series of tasks to be done such as: notifying organizations and individuals to register to write textbooks; researching the curriculum to compile books; evaluating, approving and then releasing textbooks.
Not to mention, after having textbooks, it will also take time for schools, teachers, students and parents to learn, teach and test them to choose the most suitable set of books. Many contents and tasks like this are difficult to implement in less than a year as originally planned to implement the innovation of the program and textbooks for grade 1 from 2019-2020.
Previously, at the National Assembly session in November 2017, the National Assembly passed a Resolution on adjusting the roadmap for implementing the new general education program and textbooks. Accordingly, the deadline for applying the new general education program and textbooks in a rolling manner will be applied no later than the 2020-2021 school year for primary schools, from the 2021-2022 school year for secondary schools, and from the 2022-2023 school year for high schools.
However, by early September, the Ministry of Education and Training still showed strong determination to implement new curriculum and textbooks for grade 1 from the 2019-2020 school year.

However, according to Mr. Thuyet, in terms of expertise, the program has been fully prepared for implementation from the 2019-2020 school year. “In terms of expertise, it is on time, but perhaps by the end of this year the Minister will have to report to the National Assembly on how the work will be carried out and it will probably depend on the opinions of the delegates,” said Professor Thuyet.
