Some important projects have not been submitted to the National Assembly at the 3rd session.
Based on the review of the actual preparation situation, the National Assembly Standing Committee (NASC) decided to convene the 3rd session of the 14th National Assembly, opening on May 22, 2017 and expected to close on June 20, 2017 in Hanoi.
Based on legal provisions, proposals from relevant agencies and the actual situation, the Standing Committee of the National Assembly has planned the content and working program of the session to send to National Assembly deputies for comments.
Accordingly, the 2017 Law and Ordinance Development Program will have some changes: Withdraw 4 out of 8 draft laws submitted to the National Assembly for comments: Competition Law (amended); Law on State Secrets Protection; Law on Amending and Supplementing a Number of Articles of the Labor Code; Law on Temporary Emergency Measures Before Filing a Lawsuit for further improvement.
Add 3 contents to be submitted to the National Assembly for consideration and approval: Resolution on handling bad debt; Resolution on ratifying the Supplementary Treaty to the Treaty on national border demarcation between the Socialist Republic of Vietnam and the Lao People's Democratic Republic on amending the starting point of the Vietnam-Laos national border; Resolution on ratifying the Protocol on border lines and border markers between the Socialist Republic of Vietnam and the Lao People's Democratic Republic.
Regarding some other contents, the Government proposed to consider and approve the draft Law amending and supplementing a number of articles of the Law on Credit Institutions and the draft Resolution on adjusting the contribution level to the unemployment insurance fund for employers as prescribed in Article 57 of the Law on Employment (according to the procedure at a session).
Based on the quality of prepared documents, the Standing Committee of the National Assembly will report to the National Assembly on adding this Law project to the agenda of the 3rd session.
The draft Resolution has not been sent to the Standing Committee of the National Assembly, so there is no basis for reviewing and reporting to the National Assembly on the addition of this draft.
Regarding important projects (land clearance for Long Thanh International Airport, North-South Expressway and Ho Chi Minh City flood control), the Standing Committee of the National Assembly has requested the Government to urgently prepare and submit to the National Assembly for consideration. To date, the Government has not sent any documents, so the Standing Committee of the National Assembly has no basis to report to the National Assembly on the above issues.
