Preparations are underway for the commencement of construction on berths 5, 6, and 7 at Cua Lo Port.

The project to build Berths No. 5, No. 6, and No. 7 at Cua Lo Port, invested by Tuan Loc Construction Investment Joint Stock Company, is one of the key projects that the province is focusing on attracting investment for. According to the plan, the groundbreaking ceremony will be held at 8:30 AM on April 3, 2015, at Cua Lo Port. To ensure the successful preparation for the groundbreaking ceremony, relevant departments and units are directed to urgently complete the following tasks:
1. Southeast Economic Zone Management Board
Focus on urgently completing the relevant legal procedures to ensure the conditions are met for the investor to commence the project;
The Chairman shall preside over, coordinate with Tuan Loc Construction Investment Joint Stock Company and relevant departments to effectively implement related contents to successfully organize the Groundbreaking Ceremony; preside over and coordinate with Tuan Loc Construction Investment Joint Stock Company to arrange hotel and accommodation for delegates representing ministries, central agencies and branches;
- Responsible for presiding over and coordinating with relevant departments and the People's Committee of Cua Lo Town to promptly resolve any related obstacles (if any) to facilitate the investor's implementation of the project according to schedule after the commencement of construction.
2. Office of the Provincial People's Committee: Coordinate with the Southeast Economic Zone Management Boardand Tuan Loc Construction Investment Joint Stock Company to compile the guest list, send invitations, welcome delegates and successfully organize the Groundbreaking Ceremony;
3. Department of Culture, Sports and Tourism:Process the necessary permits for investors and event organizers to display banners, slogans, etc., at suitable locations to promote and advertise the project.
4. Department of Information and Communications:Instruct press and media agencies in the province to promptly report on the groundbreaking ceremony for the project.
5. Nghe An Newspaper, Nghe An Radio and Television Station:Directing the writing of articles, reports, and news coverage about Tuan Loc Construction Investment Joint Stock Company, the construction project of berths No. 5 and No. 6 at Cua Lo Port, and the groundbreaking ceremony; coordinating with VTV1 to produce a report and introduce the project on VTV1 after the groundbreaking ceremony to promote and publicize the project.
6. Department of Transportation:
- Responsible for organizing traffic and managing traffic flow in the area where the groundbreaking ceremony is held; coordinating with the event organizer to develop a plan for arranging vehicles and transportation in a reasonable and convenient manner;
- Coordinate with the police to ensure traffic order around the area where the groundbreaking ceremony is held.
7. People's Committee of Cua Lo Town:
- Coordinate with Tuan Loc Construction Investment Joint Stock Company and the event organizer to hang banners and slogans at suitable locations to promote and publicize the project;
- Directing urban beautification and ensuring a clean, green, and beautiful environment around the project commencement area;
- Directing the complete resolution of the situation where fishermen's boats illegally anchor in the area planned for port construction.
8. Nghe Tinh Port:In coordination with the Southeast Economic Zone Management Board, the People's Committee of Cua Lo Town, and Tuan Loc Construction Investment Joint Stock Company, relevant tasks were carried out to successfully organize the groundbreaking ceremony for the project.
9. Provincial Police Department:Ensure security for the reception of delegates throughout the ceremony; maintain order and traffic safety around the project groundbreaking area.
10. Tuan Loc Construction Investment Joint Stock Company is responsible for:
- Hire an event organizing company to organize and execute the groundbreaking ceremony;
- Coordinate with the Provincial People's Committee Office to compile a guest list and send out invitations;
- Coordinate with the Southeast Economic Zone Management Board: arrange hotel and accommodation for delegates representing ministries, central agencies; provide project information and related content for information and communication purposes; display banners and slogans (instruct the event organizer to prepare sufficient banners and slogans).
