Speaking at the closing ceremony of the 12th Central Conference last weekend, General Secretary To Lam said that the Central Committee considers the "Personnel work orientation for the 14th National Party Congress" to be an especially important document, deciding all the preparations and elections for the Central Executive Committee of the Party, the Politburo, the Secretariat, the General Secretary and key leadership positions of the State, contributing to the success of the 14th National Party Congress.
At the same time, we continue to enhance our position and more clearly affirm the Party's comprehensive, absolute, and direct leadership role over the country, especially when we are directing the strong, synchronous, and comprehensive implementation of the revolution to streamline and streamline the apparatus from the Central to the grassroots levels to enter an era of prosperous development for the nation.

In the spirit of considering "personnel work as the key of the key", the General Secretary affirmed: Personnel preparation for the 14th National Party Congress must be carried out in a synchronous, scientific, methodical, strict, democratic, objective and transparent manner; ensuring proper implementation of Party regulations, the principle of democratic centralism and legal regulations.
Especially with the personnel of the Central Executive Committee, Politburo, Secretariat, General Secretary To Lam requested to comply with the Party's basic viewpoints and principles; to put national and ethnic interests above all, first and foremost; to handle harmoniously and reasonably between standards and structure; between inheritance, stability and innovation, development; between universality and specificity; between training expertise and strengths, practical capacity; between prestige, work experience and development direction.
In particular, the General Secretary noted the importance of promoting the quality, efficiency, work products, and dedication of cadres as a measure in evaluating, arranging, and using cadres; ensuring appropriateness in structure, age, gender, ethnicity, region, and area.
In other words, the selection of senior Party leaders from this term must be based on work efficiency. Do not “live long” to become “veteran”.
The initial results of the administrative unit reorganization and the implementation of the 2-tier local government model cannot yet satisfy us. The next 5 years are a transitional period for the country's administrative apparatus to become truly streamlined, modern, efficient, effective, and efficient.
The country needs a lot of leaders with innovative thinking, who dare to think, dare to do, dare to take responsibility, and are willing to sacrifice personal interests to devote all their intelligence to the common cause, especially key leaders and senior leaders of the Party and State.
Therefore, the introduction and selection of personnel for this term must be based on the prescribed standards and conditions. It must be associated with the plan for arranging personnel to take on key leadership positions in central and local departments, ministries, branches, agencies and units for the 2026-2031 term and the Fatherland Front and socio-political organizations for the next term.
Quickly overcome the situation where newly elected personnel have to be disciplined
Notably, the new point of personnel preparation for this term, although still based on planning, is not too rigid, but must be based on specific practices to consider, not missing factors outside the planning but with outstanding leadership qualities and capacities, best meeting the requirements of the revolutionary tasks in the new period.
Such a change in personnel selection is because there have been many personnel selected according to the plan, but when entering the Central Committee and taking on new tasks, they did not fulfill their responsibilities and did not meet the expectations of the Party and the people.
This can be seen in the reality of what has happened in recent terms, especially the 13th term. We have witnessed many high-ranking Party and State officials being disciplined, dismissed, and prosecuted before the law, seriously affecting the Party's reputation and the people's trust.
Therefore, General Secretary To Lam emphasized the requirement to "resolutely not let unworthy people, who do not meet the standards and conditions, 'slip through' to participate in the 14th Party Central Committee; at the same time, there must be effective solutions and measures to limit and promptly overcome the situation where personnel who have just been elected to the Party Central Committee or have just been planned and appointed must be reviewed, disciplined or prosecuted for criminal liability".
“As is the cadre, so is the movement” - President Ho Chi Minh’s simple, easy-to-understand saying about cadre work is always a commandment that must not be forgotten when selecting and arranging leadership personnel. Regardless of the circumstances, the selection of cadres must be completely fair and impartial; resolutely avoiding arbitrariness, lack of principles, the placement of “blue troops, red troops”; individuals, factions, group interests, locality, acquaintances, cronies… so that opportunists and power-hungry people can infiltrate the Central Committee, climb deep into the country’s leadership apparatus.
