According to the Ministry of Health's plan, from September 2014 to June 2015, the health sector will implement the measles-rubella combined vaccine for all children aged 1-14 years nationwide.

Measles can erupt into epidemics, causing many child deaths, as in the recent outbreak. Rubella in children is usually mild with few complications, but it can have serious consequences if pregnant women contract it, increasing the risk of miscarriage, stillbirth, and multiple birth defects in the fetus.

To implement the plan for administering the combined measles and rubella vaccine to children under 14 years old in the near future, provinces and cities will select one district to pilot the vaccination program and gain experience.

The campaign was divided into three phases: Phase 1, from September and October 2014, vaccinated children aged 1-5 years. Phase 2, from November to December 2014, vaccinated children aged 6-10 years. Phase 3, from January and February 2015, vaccinated children aged 11-14 years.

The Ministry of Health aims for over 95% of children in the eligible age group to receive the combined vaccine to help reduce the burden of rubella, moving towards achieving the goal of eliminating measles by 2017 and rubella in the future.
