Prepare well for the Provincial Party Standing Committee Conference to meet and dialogue with grassroots leaders
(Baonghean.vn) - After the success of the meeting program in May 2018, the Standing Committee of Nghe An Provincial Party Committee issued a Plan to organize a meeting and dialogue program between the Standing Committee of the Provincial Party Committee and the heads of Party committees and authorities of communes, wards and towns in Nghe An province in 2023.
In order for the meeting and dialogue program between the Provincial Party Standing Committee and the heads of Party committees and authorities of communes, wards and towns in the province in 2023 to be organized in a quality, scientific, economical and highly effective manner, the members of the organizing committee, departments, branches and sectors must uphold their sense of responsibility, closely follow the assigned tasks and carefully prepare for the conference.
Creating social consensus
Contact and dialogue are forums for democratic exchange and discussion to reach agreement and create consensus in society, which have become regular and routine activities from the province to the grassroots level; they are important contents in implementing the grassroots democracy regulations, which are specified in the working procedures of Party committees and authorities at all levels in the province.

Organizing dialogue conferences demonstrates the proactiveness of Party committees and authorities in grasping the thoughts and aspirations of the people, taking a step forward in propaganda and mobilization work, creating consensus among cadres, party members, union members, union members and people on important issues in the locality. At the same time, through activities of contact and dialogue with the people, Party committees and authorities at all levels have gradually changed their awareness, leadership, administration and management methods; the awareness and responsibility of leaders of Party committees and authorities have been raised, the political system has intervened to resolve issues and incidents more quickly, and policies have been issued in a more practical and practical manner.
Accordingly, from 2018 to present, despite being heavily affected by the Covid-19 epidemic, the whole province has organized 2,818 regular and ad hoc thematic dialogue and contact conferences (5 at the provincial level, 207 at the district level, 2,606 at the commune level), with a total of 195,853 participants. The total number of opinions collected was 23,345. The total number of opinions resolved at the conference was 22,154 (reaching 94.9%), of which: The provincial level had 30 opinions (reaching 90%), 28 opinions after the conference, up to now, have been resolved (there are 02 opinions being gradually resolved, namely: Support for the construction of boarding houses, social housing and welfare works for workers); At the district level, 1,414 opinions were resolved at the conference (reaching 95%), 74 opinions were resolved after the conference, and 47 opinions were not resolved; at the commune level, 20,749 opinions were resolved at the conference (reaching 95%), 589 opinions were resolved after the conference, and 442 opinions and reflections were not resolved.

It is worth noting that the results of the meetings and dialogues are increasingly high in quality and order; the spirit of democracy, openness, multi-party dialogue, and multi-level participation; the number of participants is increasingly expanding. The people's legitimate and legal recommendations and proposals within their basic authority are received and processed right at the grassroots level, limiting public grievances and complaints, going beyond levels, and preventing hot spots from arising. Thanks to that, it has made an important contribution to building the great national unity bloc, creating high unity from the province to the grassroots level in successfully implementing the political tasks set forth by Party committees and authorities at all levels.
Forum for voices from the grassroots
In order to contribute to the effective implementation of Project No. 07-DA/TU, dated November 24, 2021 of the Standing Committee of Nghe An Provincial Party Committee on "Innovation, improving the effectiveness of contact, dialogue and implementation of conclusions of heads of Party committees and authorities at all levels after contact and dialogue with people in the province in the period of 2021-2025".

After the success of the Provincial Party Standing Committee's meeting with 1,034 delegates who are leaders of Party committees and authorities of 480 communes, wards and towns (not yet merged in phase 1) in the province in May 2018, the Provincial Party Standing Committee issued a Plan to organize a meeting and dialogue program between the Provincial Party Standing Committee and leaders of Party committees and authorities of communes, wards and towns in Nghe An province in 2023.
This is not only a historic event but also a forum for voices from the grassroots. At the same time, this activity demonstrates the recognition of the provincial leaders for the efforts of the grassroots comrades; grasp more thoughts, aspirations, and wishes from the grassroots. This is also an opportunity for the cadres to exchange, research, and learn from each other's experiences; learn more about policies; working methods, leadership, direction, and management; promote the role and strength of the grassroots; strengthen solidarity and consensus; build trust, political will, and high determination throughout the entire political system, contributing to the successful implementation of the Resolution of the Party Congress at all levels from the grassroots to the province.

Accordingly, the Provincial Party Committee's Mass Mobilization Commission is the Standing body of the Organizing Committee of the meeting and dialogue program (according to Decision 1960 - QD/TU, dated June 8, 2023), Comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission is Deputy Head of the Standing Committee of the Organizing Committee of the program; Comrade Phan Thanh Doai - Deputy Head of the Provincial Party Committee's Mass Mobilization Commission is a member of the Organizing Committee of the program. According to the assigned plan, the Provincial Party Committee's Mass Mobilization Commission is primarily responsible for advising the Organizing Committee of the program: Making a list of delegates attending the meeting and dialogue program; advising on the content, program, detailed script, and introduction at the meeting and dialogue program; monitoring and urging the progress of the implementation of Plan No. 187 - KH/TU; advising on the report on the results of handling contacts and dialogues after the meeting and dialogue program in 2018; synthesizing recommendations and proposals of delegates at the meeting and dialogue program; Advise on orientation and review of dialogue contents at the meeting and dialogue program on the morning of August 4, 2023 of localities before submitting to the Provincial Party Standing Committee (18 dialogue questions); edit the meeting and dialogue program minutes (more than 40 articles sent to delegates attending the meeting and dialogue program online); advise on announcing conclusions and assigning tasks to agencies and units after the meeting and dialogue program.

For departments, branches and sectors, they have focused on preparing well to answer questions from the grassroots to ensure quality and within the prescribed time. As for the district, city and town Party Committees leading and directing grassroots cadres, they have so far sent quality articles reflecting on models, typical examples, lessons learned, good practices in the fields of Party building, socio-economic development, national defense and security; giving advice on building and developing the socio-economic, maintaining national defense and security and consolidating the political system... sent to the Provincial Party Committee's Mass Mobilization Committee for synthesis, selection and editing to make a record of the meeting and dialogue program.
At the same time, for the program to be successfully organized, propaganda plays a very important role. Therefore, press agencies (especially Nghe An Newspaper, Nghe An Radio and Television) have proactively developed news scripts, articles, and reports before, during and after the meeting and dialogue program; published newspapers serving the meeting and dialogue program to distribute to delegates and activities related to the program on publications and digital platforms.

In order for the program to be organized in a quality, scientific, economical and highly effective manner, the members of the steering committee have raised their spirit and responsibility, closely followed the plan to well implement the tasks, and at the same time, coordinated smoothly during the organization and implementation process. Up to now, the departments, branches and sectors have focused on preparing well the logistics, celebration ceremonies, plans to ensure security, order, traffic and promoted propaganda work before, during and after the meeting; ensuring the most careful preparation, creating good echoes before and after the meeting and dialogue program.
With the theme “Solidarity, Democracy, Creativity, Development”, the meeting and dialogue between the Provincial Party Standing Committee and the heads of Party committees and authorities of communes, wards and towns will take place over the next 2 days (August 3-4). It is expected that about 1,121 delegates, including Party secretaries, chairmen of People’s Councils and chairmen of People’s Committees of communes, wards and towns, will attend this meeting.
