On the morning of June 14th, at the National Conference on Training on the Organization and Operation of Party Organizations, Government, Fatherland Front, and Political Organizations at the Commune Level (newly established), Comrade Nguyen Quang Duong - Member of the Central Committee of the Party, Deputy Head of the Central Organization Department - presented a specialized topic: Party building and organization; grassroots Party organizations, apparatus and operation of Party committees at the commune level (newly established).
According to Regulation No. 298-QD/TW, dated June 9, 2025, of the Secretariat of the Central Committee, the Party Committee at the commune level is directly subordinate to and subject to the leadership and direction of the Provincial Party Committee, and directly and regularly to the Standing Committee of the Provincial Party Committee; it is the immediate superior Party Committee of the grassroots Party organization.
The number of members of the Executive Committee, Standing Committee, and Inspection Committee is determined according to the regulations and guidelines of the Central Committee; the structure of the Standing Committee is oriented according to the Politburo's regulations in the Directive on Party Congresses at all levels leading up to the National Congress of the Party for each term. For the 2025-2030 term, according to Directive 45-CT/TW: Executive Committee: 27-33 members; Standing Committee: 9-11 members; Deputy Secretaries: 2 (1 permanent Deputy Secretary and 1 Deputy Secretary, Chairman of the People's Committee).
The Party Committee at the grassroots level in communes and wards shall establish three specialized advisory and support agencies: the Office, the Party Building Committee, and the Party Committee's Inspection Committee. The Party Committee of the commune or ward where the current district-level political center is located shall establish an additional Party Committee-affiliated service unit; in special zones, a maximum of four specialized advisory and support agencies shall be established: the Office, the Organization Committee, the Propaganda and Mass Mobilization Committee, the Inspection Committee, and the political center (a Party Committee-affiliated service unit).
The commune-level Party Committee has its office located in the commune's political and administrative center, possesses its own seal and bank account, and receives funding, facilities, and operational equipment as prescribed by regulations.
Duties and powers of the Party Committee
The commune-level Party Committee has 15 tasks. The Party Committee directly and comprehensively leads and directs at the commune level; it leads and directs agencies and organizations within the commune-level political system and subordinate Party committees and organizations as prescribed. Based on the content and nature of each field, the Party Committee issues documents to lead and direct the implementation of the Party's political tasks.
This clearly identifies several new and important points:
To perform the duties and powers of the Party committee directly above the grassroots Party organization as stipulated in the Party Charter and the regulations and guidelines of the Central Committee. To decide on the work program, the inspection and supervision program for the entire term and annually of the Party committee; the working regulations of the Party committee and the Party committee's inspection committee.
The Party Committee leads and directs the political system to correctly implement the Party's guidelines, policies, and regulations, the State's laws, and the Party's political tasks. It leads and provides direction on important issues before the People's Council and People's Committee make decisions. It identifies key tasks, breakthroughs, important programs, projects, targets, objectives, directions, tasks, and main solutions for medium-term, long-term, and annual socio-economic development, national defense and security, and other important tasks. Based on the content and nature of each field, the Party Committee issues documents to lead and direct the implementation of the Party's political tasks.

Leading, directing, organizing the implementation, and conducting preliminary and final reviews of resolutions and directives from the Central Committee, the Politburo, the Secretariat, provincial-level Party committees, and resolutions of commune-level Party committees. Organizing the pilot implementation of new policies and models as directed by higher authorities.
Leading the work of Party building in terms of politics, ideology, and ethics.
Leading and directing the building of clean and strong subordinate Party organizations; internal political security work; improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members; Party member development work; leading organizational and personnel work, and implementing personnel policies within the Party committee.
Leading the reform and improvement of the organizational structure of the political system.
Leading, directing, and organizing the implementation of inspection and supervision work, the fight against corruption, waste, and negative phenomena, and preventing and repelling the decline in political ideology, morality, and lifestyle, as well as manifestations of "self-evolution" and "self-transformation" within the organization.
Duties and powers of the Party Committee Standing Committee
The Party Committee's Standing Committee has 14 tasks. These clearly define specific duties and powers regarding leadership in implementing political tasks, socio-economic development, and ensuring national defense and security; political, ideological, and ethical work; organizational work, personnel, party members, and internal political security; inspection, supervision, and prevention of corruption, waste, and negative practices; and propaganda and mass mobilization work.
Highlight the following key tasks:
Directing the preparation of content, programs, reports, projects, draft resolutions, and conclusions to be submitted to the Party Committee on issues within the Party Committee's authority. Proactively proposing major and important local issues for the Party Committee to consider and decide. Deciding on the program and work plan of the Standing Committee.
To lead, direct, inspect, and supervise the implementation and organization of the Party's policies and resolutions; to conduct periodic reviews and summaries as prescribed.
Deciding on policies, tasks, and solutions to innovate and improve the quality and effectiveness of political and ideological work. Directing the study and research of political theory, summarizing practical experiences; and fighting to protect the Party's ideological foundation.
Leadership in organizational, personnel, and personnel management includes: Deciding on the assignment of duties to members of the Party Committee Executive Board and members of the Party Committee Standing Committee. Leading, directing, and deciding on policies and solutions for reforming and reorganizing the organizational structure and managing personnel within the commune-level political system according to regulations. Deciding on the appointment, dismissal, and nomination of candidates for positions according to the management hierarchy.

Leading, directing, and organizing the implementation of inspection and supervision work, regulations on the exemplary conduct of cadres and Party members, and the prevention and fight against corruption, waste, and negative practices.
Leading and directing the reform of mass mobilization work, implementing democracy at the grassroots level, the Fatherland Front and political and social organizations at the commune level, and building a great national unity bloc.
Leading and directing the key tasks of the commune, giving direction on important issues, and addressing issues reported by the People's Council, People's Committee, and Standing Committee of the Party Committee.
Leading and directing the implementation of national defense, security, and foreign affairs tasks; promptly and effectively resolving complex issues in the area, especially unexpected situations related to political security, social order and safety, ethnicity, and religion.
Authorize the Standing Committee of the Party Committee to carry out specific tasks within its jurisdiction, while regularly inspecting and supervising their implementation. Perform other tasks assigned by higher authorities.
