Functions, tasks, and new organization of the commune-level party committee

On the morning of June 14, at the National Conference on training on the organization and operation of Party organizations, government, Fatherland Front, and political organizations at the commune level (new), comrade Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organization Committee introduced the topic: Party building and organization work; grassroots party organizations, apparatus and operation of commune-level Party committees (new).

According to Regulation No. 298-QD/TW dated June 9, 2025 of the Secretariat, the Commune Party Committee is directly under and under the leadership and direction of the Provincial Party Committee, directly and regularly under the Standing Committee of the Provincial Party Committee; and is the direct superior Party Committee of the grassroots Party organization.

The number of members of the Executive Committee, Standing Committee, and Inspection Committee is according to the regulations and instructions of the Central Committee; the orientation of the Standing Committee structure is according to the regulations of the Politburo in the Directive on Party Congresses at all levels towards the National Congress of the Party each term. Term 2025-2030, according to Directive 45-CT/TW: Executive Committee from 27 - 33; Standing Committee from 9 - 11; Deputy Secretaries: 2 (1 permanent Deputy Secretary and 1 Deputy Secretary, Chairman of the People's Committee).

The grassroots Party Committee at the commune and ward level is allowed to establish 3 specialized agencies to advise and assist, including: Office, Party building committee, and Party committee inspection committee. The Party Committee at the commune and ward where the district-level political center is currently located is allowed to establish 1 additional Party committee service unit; in the special zone, up to 4 specialized agencies to advise and assist are allowed to be established, including: Office, Organization Committee, Propaganda and Mass Mobilization Committee, Inspection Committee, and Political Center (Party Committee service unit).

The Party Committee at the commune level has its working headquarters located at the commune's political-administrative center, has its own seal and account, and is provided with funding, facilities, and means of operation according to regulations.

Duties and powers of the Party Committee

The Party Committee at the commune level has 15 tasks. The Party Committee directly and comprehensively leads and directs at the commune level; leads and directs agencies and organizations within the commune-level political system and subordinate Party Committees and organizations according to regulations. Based on the content and nature of each field, the Party Committee issues documents to lead and direct the implementation of the Party Committee's political tasks.

In which, clearly identify some new and important contents:

Carry out the duties and powers of the immediate superior Party Committee of the grassroots Party organization according to the Party Charter and the regulations and instructions of the Central Committee. Decide on the working program, inspection and supervision program for the entire term and annually of the Party Committee; the working regulations of the Party Committee and the Party Committee's inspection committee.

Lead and direct the political system to properly implement the Party's guidelines, policies, regulations, the State's laws and the political tasks of the Party Committee. Lead and orient important issues before the People's Council and People's Committee decide. Determine key tasks, breakthroughs, programs, projects, key targets, targets, directions, tasks, and main solutions for medium-term, long-term, and annual socio-economic development, national defense and security work... and a number of other important tasks. Based on the content and nature of each field, the Party Committee issues documents to lead and direct the implementation of the Party Committee's political tasks.

Lead, direct, organize the implementation and review and summarize the resolutions and directives of the Central Committee, the Politburo, the Secretariat, the provincial Party Committee and resolutions of the commune-level Party Committee. Organize the pilot implementation of new policies and models according to the direction of superiors.

Leading the Party building work in politics, ideology and ethics.

Lead and direct the building of clean and strong affiliated party organizations; internal political protection work, improving the leadership capacity and fighting strength of grassroots party organizations and the quality of cadres and party members; party member development work; lead organizational and cadre work, and implement cadre policies in the party organization.

Leading the innovation and improvement of the organizational structure of the political system.

Lead, direct, and organize the implementation of inspection and supervision work, work to prevent and combat corruption, waste, and negativity, and prevent and repel ideological, moral, and lifestyle degradation, as well as manifestations of "self-evolution" and "self-transformation" within the organization.

Duties and powers of the Party Committee Standing Committee

The Party Committee Standing Committee has 14 tasks. These clearly define specific tasks and powers regarding leadership in implementing political tasks, socio-economic development, ensuring national defense and security; political, ideological, and ethical work; organizational work, cadres, party members, and internal political protection; inspection, supervision, prevention, and combat of corruption, waste, and negativity; propaganda and mass mobilization work...

Emphasize some of the following key tasks:

Direct the preparation of contents, programs, reports, projects, draft resolutions, and conclusions to be submitted to the Party Committee on issues under the Party Committee's authority. Proactively propose major, important local issues for the Party Committee to consider and decide. Decide on the program and work plan of the Standing Committee.

Lead, direct, inspect, and supervise the implementation and organization of the Party's policies and resolutions; periodically review and summarize according to regulations.

Decide on policies, tasks, and solutions to innovate and improve the quality and effectiveness of political and ideological work. Direct the study and research of political theory, summarize practices, and fight to protect the Party's ideological foundation.

Leading the work of organization, cadres and cadre management including: Deciding on work assignments for members of the Party Executive Committee and members of the Party Standing Committee. Leading, directing, deciding on policies and solutions for innovation, arranging the organization and managing the payroll and cadres of the commune-level political system according to regulations. Deciding on appointment, dismissal, and introduction of cadres to run for election according to the management hierarchy.

Lead, direct, and organize the implementation of inspection and supervision work, regulations on exemplary responsibility of cadres and party members, and prevention and combat of corruption, waste, and negativity.

Lead and direct innovation in mass mobilization work, implement democracy at the grassroots level, the Fatherland Front and socio-political organizations at the commune level, and build great national unity.

Lead and direct the key tasks of the commune, give policies on important issues, issues reported by the People's Council, People's Committee, and Standing Party Committee.

Lead and direct the implementation of national defense, security, and foreign affairs tasks; promptly and effectively resolve complicated issues in the area, especially sudden situations related to political security, order, social safety, ethnicity, and religion.

Authorize the Party Committee Standing Committee to carry out specific tasks within the authority of the Party Committee Standing Committee, and regularly inspect and supervise their implementation. Carry out other tasks assigned by superiors.
