Fake European standard English certificates sell for only 1 to 4.5 million VND

On September 2, the Criminal Police Department (CSHS), Hanoi City Police, announced that it had initiated a criminal case and prosecuted the accused for "forging seals and documents of agencies and organizations", and searched the residence andAt the same time, ordered the temporary detention of two suspects in this case.

They are Trinh Minh Hoang (born in 1973), residing in Nga Tu So ward, Dong Da district, Hanoi city and Do Thi Man (born in 1981), residing in Khuong Thuong ward, Dong Da district, Hanoi city (Man used to be an English IT teacher). The above decisions and orders have been approved by the People's Procuracy at the same level in accordance with the provisions of law.

Through searching Hoang's residence, the Criminal Police Department seized over 300 printed English language certificate blanks, 1 computer screen, and 1 embossed seal.

Returning to the case, in early August 2019, through professional work and area management, the Team for preventing and combating human trafficking crimes (Team 12) of the Criminal Police Department, Hanoi City Police discovered that in the Hanoi market, there was a group of subjects forging European standard English language certificates under the name of Jupiter Scientific English Center, printing them so that when people needed them, they would fill in their names and paste their photos to sell them for profit at a price of millions of dong per paper.

Using professional measures, on August 20, the working group of Team 12 discovered and arrested Man while delivering fake foreign language certificates to buyers at alley 69A, Hoang Van Thai street, Thanh Xuan district. Both the seller and the buyer were taken to the police station for clarification.

Through further investigation, it was also clarified that 3 people bought the foreign language certificates of Hoang and Man: Mr. DAT, residing in Ung Hoa district, Hanoi; Mr. NQH, residing in Thai Nguyen city and Mr. HDA, residing in Vinh Loc district, Thanh Hoa province.

These people who need English certificates have gone through some other subjects outside of society to Hoang and Man to buy English IT certificates at level C, English language certificates with European standards for prices from 1 million VND to 4.5 million VND per certificate of English language with European standards; the price of English IT certificates at level C ranges from several hundred thousand to 2 million VND per certificate.

According to Hoang's confession, the mastermind knew that many people needed foreign language certificates to include in their recruitment applications, so Hoang scanned the Jupiter Science English Center and then discussed with Man because Man used to be a foreign language teacher, so he knew that many people needed them and together they forged the two types of documents mentioned above.

The buyer submits a 3x4 photo and a photocopy of their ID card within 5 to 7 days and will receive the foreign language certificate by post or in person.

According to the confessions of the subjects Man: through forging the above foreign language certificates, he profited nearly 20 million VND, Hoang profited more than 26 million VND, Hoang and Man successfully sold about 60 fake foreign language certificates through a subject residing in Gia Lam district, Hanoi.

In addition, Hoang also confessed to having completed 21 English language certificates with round seals from Jupiter Scientific English Center. The 3 people who bought the above foreign language certificates voluntarily returned them to the police.
