How to fight waste without an action program?
Too many ministries, localities, corporations and general companies do not have programs or reports, causing many concerns about actual implementation.
Discussing the report on the results of the Government's practice of thrift and anti-waste in 2017 at the 23rd session, the National Assembly Standing Committee said that this work has made much progress compared to 2016; the implementation of Party resolutions and National Assembly resolutions has been carried out more seriously, with many efforts from budget management, equipment procurement, resource exploitation, etc. Inspection, examination and auditing work has been strengthened and many violations have been detected for correction.
In addition to the achieved results, the National Assembly Standing Committee also pointed out that the waste and loss in the management and use of public assets, public finance, and resources are still ineffective, and waste occurs from different perspectives.
However, the notable thing at the discussion session was that the National Assembly Standing Committee criticized ministries, localities, corporations and general companies for not having action plans or reports on practicing thrift and fighting waste. Many delegates used the word “lack of seriousness” when referring to this issue.

Many opinions expressed doubts about the accuracy and substance of the report presented by Minister of Finance Dinh Tien Dung, authorized by the National Assembly Standing Committee.
Because the Government's report is based on the synthesis and analysis of reports from various units, the lack of specific data can easily lead to unstable assessments and judgments. And of course, the "addresses" that need to be overcome or the bright spots that need to be set as examples in practicing thrift and fighting waste are difficult to pinpoint.
Moreover, many units that do not have reports or action plans are considered to be the ones that manage and use many mineral resources and public assets - the focus areas that need to focus on implementing thrift and combating waste according to the law.
Even the Head of the Petition Committee Nguyen Thanh Hai pointed out “two special things”, that is, there is a report on practicing thrift and fighting waste but… there is no data on this content. And there is a unit that mistakenly sent a report for 2016!?
“Just saying that the handling of 12 weak projects of the Industry and Trade sector was carried out according to market principles does not meet the requirements of delegates and voters. This issue was reported 2 years ago, now voters just want to know how much progress has been made so far, how effectively it has been put into production, and how damage has been reduced” - Chairman of the Foreign Affairs Committee Nguyen Van Giau.

As for the Head of the Delegation Work Committee, Tran Van Tuy, he said frankly that a report lacking such data shows that the change in awareness of implementing thrift and fighting waste has not yet been deeply ingrained in social life. It must be clarified, because the easiest thing is to report, but if it is not fully reported, how can it be implemented!
The National Assembly Standing Committee has criticized, the Minister of Finance also affirmed that on the same day, he would report to the Prime Minister about units that do not have a program to review the responsibility of their leaders.
With this frankness, certainly, the upcoming report will be complete, accurate, and substantial, from which the tasks and solutions proposed will be closer, along with strong direction so that the work of practicing thrift and fighting waste will have new progress./.
