The Government's action program continues to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period.

The purpose of the Program is to thoroughly grasp and fully and effectively implement the viewpoints, goals, guidelines and policies set forth in Resolution No. 27-NQ/TW dated November 9, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.

Specify the objectives, viewpoints, tasks and solutions in Resolution No. 27-NQ/TW related to the functions, tasks and powers of the Government into specific tasks and implementation projects; assign responsibilities to ministries, ministerial-level agencies, relevant agencies and organizations to successfully implement the objectives set out in Resolution No. 27-NQ/TW.

6 key tasks and solutions

The program sets out 6 key tasks and solutions. Specifically:

1- Strengthening propaganda, dissemination, education, and raising awareness of the Socialist Republic of Vietnam's rule of law state;

2- Promote the role of the Government in continuing to perfect the legal system and the mechanism for organizing strict and effective law implementation, ensuring the requirements for rapid and sustainable national development;

3- Continue to innovate the organization and operation of the Government and local authorities; build a state administration that serves the people, is professional, rule of law, modern, effective and efficient;

4- Promote the role of the Government in building a professional, modern, fair, strict, honest, serving-the-Fatherland and-the-People judiciary;

5- Promote the role of the Government in perfecting the mechanism for controlling state power; step up the prevention and fight against corruption and negativity;

6- Promote the role of the Government in strengthening and proactively integrating internationally to meet the requirements of building and perfecting the socialist rule-of-law State of Vietnam, building and defending the Fatherland in the new situation.

Perfecting the legal system in all fields

In particular, the Government will review, amend and supplement relevant legal documents within the functions, tasks and powers of the Government, ensuring consistency and unity, creating a legal basis for the task of building and perfecting the Socialist Republic of Vietnam and supervising the implementation of the Resolution; building a democratic, fair, humane, complete, timely, synchronous, unified, public, transparent, stable, feasible, accessible legal system capable of regulating social relations, taking the legitimate and legal rights and interests of people, organizations and enterprises as the center, promoting innovation.

Focus on perfecting the legal system in all areas of state management, promptly removing difficulties and obstacles, arousing and promoting all potentials and resources, creating new momentum for the country's rapid and sustainable development.

Continue to promote administrative reform, focusing on improving the quality of cadres, civil servants and public employees with three main pillars: Organizational apparatus; public service and civil servants; e-administration and digital transformation.

At the same time, continue to review, adjust and perfect the functions, tasks and organizational structure of the investigation agency; innovate the organization and operation of the system of enforcement agencies; perfect the institution on lawyers and law practice, ensuring that lawyers properly exercise their rights, obligations and responsibilities as prescribed by law.

Resolutely push back corruption and negativity

The Government is determined and persistent in fighting, preventing and repelling corruption and negativity. It organizes the implementation of regulations on power control to prevent and combat corruption and negativity in inspection, examination, investigation and execution work.

Establish a strict prevention mechanism to prevent corruption and negativity; promptly detect and strictly handle acts of corruption and negativity so that no one dares to commit corruption and negativity; promote reform of salary policies, improve the lives of cadres, civil servants and public employees; build a culture of integrity and thrift so that corruption and negativity are not needed or wanted...
