The National Target Program on Cultural Development should focus on three main goals.
Delegate Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province said that the National Target Program on cultural development should focus on three main goals: Preserving and promoting cultural heritages; building cultural institutions; developing cultural industries.
On June 8, continuing the working program at the 7th Session, the Nghe An National Assembly Delegation discussed in Group 3 with the National Assembly Delegations of Bac Kan and Quang Ngai about the investment policy of the National Target Program on Cultural Development for the period 2025 - 2035 and the draft Law on Trade Unions (amended).

Attending the discussion session were comrades: Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, National Assembly Delegate of Nghe An; Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, National Assembly Delegate of Quang Ngai.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province chaired the discussion session.
Discussing the investment policy of the National Target Program on Cultural Development for the period 2025 - 2035, Mr. Tran Nhat Minh - National Assembly Deputy in charge of Nghe An delegation agreed with the review of the National Assembly's Committee on Culture and Education that it is necessary to review the beneficiaries of the program in a more general direction, especially clarifying the legal basis of the beneficiaries.
Regarding the program's objectives, the delegate from Nghe An also suggested that it is necessary to clarify the bases and foundations for determining 153 detailed targets, especially based on an assessment of the current situation.

Discussing the content and components of the program, the Deputy Head of the National Assembly Delegation of Nghe An province commented that it was still scattered, general, difficult to evaluate, especially overlapping with other programs.
“For example, all three current national target programs include investment in cultural development. Therefore, we propose integrating and focusing on three main goals and contents of the program: Preserving and promoting cultural heritage; building cultural institutions; developing cultural industries,” said the delegate from Nghe An.
Delegate Thai Thi An Chung also suggested that large resources should be allocated to serve the construction of educational institutions in the content of building cultural institutions of the program.
Because one of the issues that voters are very concerned about and suggest is to allocate resources to focus on investing in enough schools and classes for students. Because in most provinces and cities, especially in big cities, the percentage of students passing the entrance exam to public high schools is only about 60%.
“If we identify education as one of the most important institutions of culture, then I think in this national target program there should be a large portion of resources to invest in building schools with adequate learning conditions. If students are qualified to complete high school, that will pave the way for cultural development, raising awareness and better promoting cultural values,” the delegate of Nghe An analyzed.

The Deputy Head of the Delegation of National Assembly Deputies of Nghe An province also expressed his agreement with the verification report of the National Assembly's Committee on Culture and Education, proposing that the National Assembly consider and decide to approve the National Target Program on Cultural Development for the period 2025 - 2035 according to the two-session process: Discuss at the 7th Session and approve at the 8th Session, because the Program's research still has many scattered contents, not really practical.
Agreeing with the need to amend the Trade Union Law, delegate Thai Thi An Chung agreed that the draft law allows foreign workers to join and operate in Vietnamese trade unions. Currently, the country has more than 130,000 foreign workers working in FDI enterprises and international organizations.
Delegate analysis: FDI enterprises operating in Vietnam are also Vietnamese enterprises, so allowing foreign workers in Vietnam to join Vietnam's Trade Union organization is completely appropriate.
Currently, according to the report of the drafting agency, enterprises pay union fees from 2% of the salary fund, which is the basis for paying social insurance, which does not exclude the salary of foreign employees.
“Therefore, their participation in the union will help the union organization be responsible in representing and taking care of workers, including those workers who are foreigners,” the delegate analyzed; at the same time, citing the Party's regulations and emphasizing that the legalization of the above content is consistent with the Party's policy.
Delegate Thai Thi An Chung also agreed when the draft law included the rights of the Trade Union in social supervision and criticism. In fact, Decision No. 217-QD/TW, dated December 12, 2013 of the Politburo promulgating the Regulation on social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations has stipulated the regulations on social supervision and criticism of the Vietnam Trade Union.

Also on the afternoon of June 8, the National Assembly voted to pass the Resolution on the Law and Ordinance Building Program for 2025, adjusting the Law and Ordinance Building Program for 2024, and the Resolution on the National Assembly's Supervision Program for 2025.
The National Assembly also discussed in groups the investment policy of the National Target Program on Cultural Development for the 2025-2035 period and the draft Law on Trade Unions (amended).
After completing the working contents in the first session (from May 20 to June 8), according to the program of the 7th Session, from June 9 to June 16, the National Assembly will take a break so that the agencies of the National Assembly, the Government and relevant agencies can absorb, revise and complete the draft laws and draft resolutions. The National Assembly will return to work in the second session from June 17 to June 28.
