Take photos of vehicles to handle oversized and overloaded vehicles
(Baonghean) - In the first 10 months of 2015, 40,323 vehicles across the province were inspected. A new measure to limit the number of vehicles that have been re-inspected and repaired is that the transport sector has taken photos of the vehicles and printed them on the inspection certificate.

The owner of truck 37C - 13545 Ho Huu Tien in Quynh Van commune - Quynh Luu said: "After the inspection, I extended the cargo bed to increase the load, so when I passed the weighing station, I was issued a violation report. The police and traffic inspectors requested to correct the violation and have a confirmation report from the Road Motor Vehicle Inspection Center. After removing the extended part of the truck bed, I went to the Inspection Center to re-inspect and request a certificate of correction of the violation." Similarly, the owner of truck 29C - 37399 (An My - Hoang Mai - Hanoi Joint Stock Company) was discovered by the authorities and handled for the violation of extending the cargo bed and after correcting the violation, I had to go for re-inspection and request a confirmation report from the Inspection Center...
Mr. Phan Van Minh, Deputy Director of Nghe An Road Motor Vehicle Inspection Center said: “Due to the increased inspection and handling of vehicles that have been arbitrarily expanded and increased in weight, the authorities have promptly detected and handled violations. At the same time, these cases must go to the Inspection Center for re-inspection. Only when they meet the requirements will they be issued a certificate of correction of the violation.”

Tightening inspection work, but in reality, on traffic routes, there are still many types of freight vehicles circulating, carrying overloaded goods, bulky goods due to expanding cargo containers, vehicle modifications... but still have inspection certificates. Understanding this issue, it is known that all road motor vehicles after inspection at the center meet the prescribed standards and are issued with inspection stamp certificates, but after the inspection is completed, the vehicle owners go to repair shops to expand the cargo containers, so it is very difficult for the authorities to inspect and handle. Faced with this reality, since June 2014, Nghe An Road Motor Vehicle Inspection Center has applied the technology of taking photos of vehicles and printing images on the inspection certificate, thereby helping the police and traffic inspectors to conveniently inspect, compare, and handle violations.
Mr. Nguyen Quy Khanh, Director of Nghe An Road Motor Vehicle Inspection Center, said: “The Center has 2 road motor vehicle inspection facilities: at the Center office (code 3701S) in Vinh City and facility 2 (code 3702S) in Thai Hoa Town. Due to its large area of operation, the Center always strictly implements the instructions of relevant ministries and branches and the official dispatch of the Department of Transport on strengthening the work of improving quality and combating negativity in vehicle inspection. Vehicles that come for inspection are carried out in accordance with the correct process including 5 stages (general identification, cabin, chassis, chassis system, lighting system, etc.) including 56 small items. The Center is determined not to issue inspection certificates to vehicles that do not fully meet the regulations, especially cargo vehicles.”
With such drastic measures, in the first 10 months of 2015, at the Nghe An Road Motor Vehicle Inspection Center, there were 40,323 vehicle inspections (of which 23,789 were trucks, accounting for nearly 59%) and 32,568 vehicles met the standards and were granted circulation. Of which, at facility 1, there were a total of 29,256 vehicle inspections and 23,964 were granted circulation.
