Captain Ngo Anh Tuan - Head of the Drug Investigation Team of Nghia Dan City Police said: Tho Ba Nai is a key figure in the ring with extremely sophisticated and reckless methods of operation. In just a short time, the subject successfully bought and sold more than 600 heroin cakes, sending them to the northern provinces for consumption.
Specifically, Tho Ba Nai often bought drugs from subjects in Que Phong, then brought them to Nghia Dan and then transported them to the provinces of Hai Phong, Thanh Hoa, Hanoi... to sell to other subjects for profit. This is an extremely cunning subject.
During the transaction process with customers, the subject frequently changes phone numbers and delivery locations, making it difficult for the authorities to grasp and identify the subject. On the other hand, Tho Ba Nai also changes many different ways of communication, using slang and ethnic languages to conduct transactions.
On July 5, 2017, after collecting enough documents, the Investigation Team determined that in the forest area of Nam Nhoong commune, Que Phong district, there would be a large-scale drug trafficking activity around noon on July 6, 2017. Many reconnaissance teams immediately set off.

With the mountainous terrain of Que Phong district, along with the harsh weather of erratic rain and sunshine, tracking and monitoring the subject encountered many difficulties.

At 2:30 p.m. on July 6, 2017, in the Nam Nhoong forest area, Que Phong district, using many professional measures, detectives discovered suspicious subjects showing signs of illegally buying and selling drugs. The Task Force deployed forces to surround and arrest them.
However, when they saw they were surrounded, the subjects immediately pulled out their guns to fight back. But with their bravery and professional skills, the subjects were quickly controlled and arrested by the reconnaissance officers.
At the scene, the police controlled and arrested one subject, confiscating a black backpack containing 10 packages of white powder in cake form suspected to be heroin, a K59 gun and 5 bullets, of which 1 was loaded.
Captain Ngo Anh Tuan added: Knowing that the subjects are always reckless, carry hot weapons and are ready to fight back against the authorities when surrounded and arrested, we have made a specific plan, assigned forces to block roads, and anticipated possible situations to effectively resolve them.
At the investigation agency, Tho Ba Nai confessed to all of his illegal drug trafficking and illegal possession and use of military weapons. It is known that Tho Ba Nai was also the subject who regularly supplied drugs to the illegal drug trafficking ring of Le Van Quang, (born in 1968), residing in Hong Thai hamlet, Nghia Hong commune, Nghia Dan district - the subject in the 617Q project that Nghia Dan police had just discovered not long before.
