Strengthening Party leadership

AfterResolution No. 02-NQ/TW, dated June 12, 2021 of the Politburo, the Provincial Federation of Labor has proactively advised the Party Committee in leading and directing the implementation of the Resolution.

Nghe An Trade Union is considered a leading unit with creativity, innovation and effectiveness in propagating and disseminating the Resolution to union officials, civil servants, public employees and workers; promptly developing a plan to implement the Resolution synchronously and uniformly throughout the system. From there, the awareness of union officials has been raised, and trade unions at all levels have identified the urgency in renewing union organization and activities to meet the new situation.

From the direction of the Provincial Federation of Labor, trade unions at all levels have promptly and resolutely implemented the contents and solutions to implement the Resolution such as: Promptly promulgating and implementing programs, plans, Resolutions, and Projects according to the set plan; Actively consulting with Party committees at all levels; proactively and promoting coordination with authorities at all levels and functional branches; Actively studying and coordinating with leading trade union units nationwide... In 2022, the quality of trade union activities has truly innovated and achieved higher results than the previous year.

At the same time, the Provincial Federation of Labor advised the Party Delegation of the Vietnam General Confederation of Labor and Nghe An Provincial Party Committee on the content of the coordination program, organized the signing of the Coordination Program with 21/21 district, city, town Party Committees, and the Party Committee of the Provincial Agencies Bloc on directing the organization and operation of trade unions in localities and sectors with a large number of union members and workers.

In addition, coordinate in thoroughly grasping and implementing the Resolutions and Directives of the Party, policies and laws of the State, resolutions and working programs of the Provincial Party Committee, Vietnam General Confederation of Labor; Coordinate in organizational and personnel work; Coordinate in leading and directing the organization of emulation movements among union members and workers; Coordinate in leading and directing the care and protection of the legitimate and legal rights and interests of union members and workers, improving social welfare; Coordinate in propaganda work, developing union members, establishing grassroots trade unions, creating a basis for developing party members, establishing grassroots party organizations in enterprises, etc.

Building a team of professional union officials

In order to improve the skills and expertise of trade union officials, trade unions at all levels have focused on opening training courses and fostering skills for trade union officials in finance, accounting, inspection, people's inspection, collective labor agreements, grassroots democratic conferences, legal consulting skills, filing lawsuits in court, participating in effectively resolving labor disputes, strikes, presentation skills and designing propaganda products, news and article writing skills, dialogue skills, etc. The total number of training courses organized by trade unions from the beginning of the year to October 2022 is 35, with a total of 3,095 trade union officials participating.

The Provincial Federation of Labor has directed all levels of unions to focus on innovating the methods of directing and organizing union activities in a scientific, creative, grassroots-oriented manner, suitable for each group of union members and workers. Thereby, contributing to building harmonious, stable and progressive labor relations in enterprises.

The Provincial Federation of Labor has organized 3 conferences to find solutions to prevent and resolve strikes in the area, and develop a project "Some solutions to prevent and limit strikes that do not follow legal procedures in Nghe An province in the period of 2022 - 2030". In the first 10 months of 2022, the Provincial Federation of Labor has participated in successfully resolving 6 strikes and collective work stoppages in the area.

In addition, trade unions at all levels have focused on mobilizing resources and taking care of workers directly involved in production. During the traditional Tet holiday of the nation, to ensure that all union members and workers can enjoy the Spring Festival, trade unions at all levels in the province have spent more than 24.8 billion VND on Tet care, with 80,893 workers benefiting, and nearly 3.3 billion VND on organizing activities to care for workers, civil servants and laborers on the occasion of "Workers' Month".

Improve coordination between agencies, departments and branches

Trade union levels closely follow the accounting regime, new spending regimes of the General Confederation of Labor and approved financial estimates to organize and implement the use of financial resources in 2022 to basically ensure compliance with regulations.

The Provincial Federation of Labor proactively coordinates with socio-political organizations, economic organizations, and social organizations to develop long-term and comprehensive coordination programs and cooperation agreements, creating combined strength to improve the effectiveness of trade union activities, mobilize resources to care for union members' interests; coordinate social supervision and criticism.

Specifically, preside over the assessment of inter-sectoral coordination between the Labor Federation, Social Insurance, Department of Labor - Invalids and Social Affairs; implement and assess the coordination program between the Provincial Labor Federation and the Party Committee of the Enterprise Bloc and the Southeast Economic Zone Management Board; sign a coordination program with the Radio and Television Station, the Women's Union; Nghe An Newspaper, Labor and Trade Union Magazine, Labor Newspaper, Department of Education and Training, Department of Culture and Sports. In addition, organize the signing of a coordination program with the Hanoi City Labor Federation, organize a working delegation to learn from trade unions in some southern and northern provinces.

Evaluating the results after 1 year of implementing the Resolution, comrade Kha Van Tam - Chairman of the Provincial Labor Federation said that Resolution No. 02-NQ/TW is both a favorable condition and a requirement and task for the trade union organization in the new situation.Nghe An Trade Unionidentified the special significance of Resolution 02, from which there were specific, practical ways of doing things, with many suitable implementation solutions to bring the resolution into life.

In the coming time, trade unions at all levels will continue to closely follow and specify the targets, contents and solutions identified in Plan No. 58-KH/TU of the Provincial Party Committee Standing Committee; Action Program No. 02/CTr-LĐLĐ of the Labor Federation to specify in the annual work programs and plans. In addition to the tasks and solutions that have been specified in documents and specific action programs issued, the Provincial Labor Federation requires trade unions at all levels to focus on propaganda, education and equipping workers, civil servants and laborers with political awareness and mettle.

If you don't do this task well, no matter how well you do other tasks, the overall efficiency will not be high.
