Expert Truong Dinh Tuyen: There is no reason why Nghe An is not in the PCI top

Mr. Truong Dinh Tuyen is a native of Nghe An, formerly Secretary of Nghe An Provincial Party Committee, Minister of Trade, currently a member of the National Financial and Monetary Policy Advisory Council, the National Council for Sustainable Development and Competitiveness Improvement. He was an international economic integration advisor to former Prime Minister Nguyen Tan Dung, directly advising on two major negotiations: the Trans-Pacific Partnership Agreement (TPP) and Vietnam - EU. |
“… I am very pleased to see that foreign investors, including the Australian Ambassador to Vietnam, have given very positive assessments of the attitude of the People’s Committee of Nghe An province and the attitude of Nghe An departments and branches towards investors. The wishes and recommendations of investors have also been clearly explained by the leaders of Nghe An province and the Foreign Investment Agency, Ministry of Planning and Investment at the dialogue with FDI enterprises.
I would like to point out some advantages of Vietnam in general, Nghe An in particular and the issues that Nghe An needs to invest in. Vietnam is a developing country, with abundant human resources and hard-working workers. Nghe An, like Vietnam, is integrating very deeply and has the most free trade agreements in Southeast Asia. A country with the freest economy like Singapore does not have as many free trade agreements signed with foreign countries as Vietnam. Singapore does not have an agreement with the Eurasian Economic Union - a very large market for Russia, Kazakhstan, Belarus, Armenia, Uzbekistan... Vietnam has everything, we are also negotiating RCEP - a comprehensive regional partnership agreement consisting of 16 countries. The Vietnamese government has strongly declared its intention to build a constructive and developing government.

… Nghe An also has many outstanding advantages, being a land of studiousness, always ranking second in the number of excellent students at the national level. Nghe An is also the province with the most overseas workers in Vietnam. The idea of FDI enterprises to connect those who have worked abroad with foreign investors in Nghe An is very good, because Vietnamese workers abroad such as in Japan, Korea, Taiwan, etc. have very good labor discipline, high skill level, trained in industrial and corporate environments. I suggest that the province soon implement this idea in a systematic way, monitor where they study, what jobs they do, and when they return home so that they can introduce it to foreign enterprises.

… Nghe An is a province with a wide variety of agricultural products. It can be said that this is a province with a diverse position in the most abundant agriculture. Up to now, I personally still suggest that Nghe An should solve two things better. First, it is necessary to improve the business environment more strongly. There is no reason why Nghe An cannot be in the top of the provincial competitiveness index of the whole country. This does not cost much money for the province, and certainly does not cost money for businesses. I suggest that in the coming time, we must strive to be the top of the North Central region, then move up to the top 10 of the whole country. When talking to foreign investors, they mainly praise them, of course I also admit that Nghe An has made progress, but it is also possible that people do not want to displease the province.
The second thing that I am very interested in is related to investment projects in agriculture. Mavin Group has the concept of how to clean from fields, farms to dining tables, clean from raw materials to seeds, production, processing, distribution, consumption... Like food production, for example, we have to find a way to exploit local raw materials, reduce import costs, and also improve people's lives... I suggest that Nghe An must pay great attention to restructuring agriculture in the direction of creating large-scale production, high technology, linking value chains,... This is a trend that is developing quite strongly in Vietnam and Nghe An has a lot of potential, diverse products.
Enterprises should not worry about investment protection and intellectual property protection. In the Trans-Pacific Partnership Agreement, the requirements for investors to protect intellectual products are extremely high... We believe that reform, investment protection, and intellectual product protection are the main requirements of the Vietnamese State, not just the TPP Agreement... The Vietnamese Government commits to protecting and defending investors, protecting intellectual property rights, including fighting against counterfeit and pirated goods.

I hope that the leaders of Nghe An province and the departments and branches will fulfill their commitments to investors.
