The police agency of Cau Giay district (Hanoi) has transferred the case file of assaulting a person in the middle of the street because of "looking at him strangely" to the People's Procuracy to carry out prosecution procedures according to regulations.

Cau Giay District Police (Hanoi) said that the case file of the subject assaulting a passerby because of "looking at him" has been transferred to the People's Procuracy to carry out prosecution procedures according to the law.

On September 29, Mr. Dinh Minh Tao - Head of the People's Procuracy of Cau Giay District (Hanoi) said that the Procuracy is investigating this case and will prosecute when there is sufficient evidence.

According to Mr. Tao, initially, the victim had submitted a request to handle the case according to regulations.

When the victim has a complaint, based on the investigation documents, if the disability rate is 1% but the subject uses a dangerous weapon, the authorities will prosecute according to regulations.

Currently, the Cau Giay District Police are still detaining Nguyen Dang Khoi (born in 1984, residing in Ba Dinh District, Hanoi) to investigate and clarify the case according to regulations. Khoi was identified as the subject who assaulted people in Nghia Tan Ward on the evening of September 20.

It is known that the detained subject has no criminal record.

"Here, causing injury must have a percentage. The investigation agency has assessed that the injury is only 1%. If it is less than 11%, according to the law, there will be no prosecution. But because the subject used an iron object, which is considered a dangerous weapon, even if it is 1%, there will still be prosecution. The file has been transferred to the People's Procuracy of Cau Giay District (VKSND) to carry out prosecution procedures in accordance with the law," said an officer of the Cau Giay District Police.

As reported, on September 21, the Cau Giay District Police, Hanoi, announced that the unit had decided to temporarily detain Nguyen Dang Khoi (born in 1984, residing in Ba Dinh District, Hanoi), the subject who assaulted people in Nghia Tan Ward on the evening of September 20.

Initial information, on the evening of September 20, a video clip was posted on social networks recording a fight between two young men on a street in Nghia Tan ward, Cau Giay district, Hanoi.

At that time, the young man was driving a motorbike with his friend on the road when he stopped and a scuffle broke out between the two sides. During this process, Khoi used an iron bar to assault his opponent.

Then, Khoi rushed in and beat the victim, injuring him.

After the incident, the subject was controlled by the people and the police and taken to the police headquarters of Nghia Tan ward, Cau Giay, Hanoi.

As for the victim, after being assaulted by Khoi, he was taken to the hospital by local people to treat his injuries.

The case is currently under further investigation./.
