Mobile number portability takes up to 7 days

The maximum time to complete the network switching process is 7 working days from the date of receiving the network switching request from the subscriber registering to switch networks that meets all the prescribed conditions.

The Ministry of Information and Communications is drafting a Circular regulating the transfer of terrestrial mobile telecommunications networks while keeping the same number.

The draft states that the general principle is that terrestrial mobile information service providers must provide network switching services in an equal, fair and non-discriminatory manner to all mobile subscribers.

The network porting service does not include the transfer to the Network Operator of the telecommunications application services that the subscriber registering for the network porting service is using at the transferring Network Operator.

The maximum time to complete the network switching process is 07 working days from the date of receiving the network switching request from the subscriber registering to switch networks that meets all the prescribed conditions.

Terrestrial mobile information service is provided to subscribers who register for network switching service according to the principle that the outgoing network operator cuts the service and then the incoming network operator opens the service. The time between cutting and opening the service is not more than 06 hours.

Parties participating in providing network switching services and using the network switching subscriber database must ensure the confidentiality of information of subscribers registering for network switching services according to the provisions of Article 6 of the Telecommunications Law.

The draft also clearly stipulates conditions for subscribers to register for network switching services.

Regarding subscriber information: For postpaid subscribers, subscriber information must be complete and accurate compared to the contract for provision and use of telecommunications services that the subscriber has signed with the network operator; for prepaid subscribers: subscriber information must be complete and accurate according to the regulations on registration of prepaid subscriber information.

Subscribers have had their terrestrial mobile information service activated by the Network Operator at least 90 days before the time of registration to use the network switching service.

Postpaid subscribers do not owe any fees for the most recent billing period before the date of registering for the network switching service. Postpaid subscribers do not use the international roaming service in the month immediately before or during the month of registering for the network switching service.

Regarding network switching registration, mobile subscribers who want to register for network switching service must carry out the network switching service registration procedure with the network operator to which they are transferring, including at least the prescribed contents. Subscribers registering for network switching service must pay the network operator for the network switching service fee. The network switching service fee will not be refunded in any case.

Subscribers who have registered for the network switching service may cancel their registration for the network switching service at any time up to the time they receive notification of the network switching schedule.

Subscribers who have registered to switch networks can cancel the network switching in one of the following ways: Send a message to the National Network Switching Center; Notify the network operator to which they are transferring.

The Ministry of Information and Communications is soliciting comments on this draft on the Ministry's Electronic Information Portal.
