The Ministry of National Defense has just issued Circular 207/2017/TT-BQP guiding the implementation of salary transfer for defense workers.

Subjects of application include defense workers on the payroll of the People's Army, arranged according to job positions; performing tasks at facilities producing, repairing, improving, and preserving weapons and military technical equipment; ensuring and serving combat readiness tasks, fighting, and performing other tasks of the Army.

The principle of salary classification is based on the job position and the professional and technical requirements of the job position to classify into categories and groups; based on the working time with compulsory social insurance payment up to the end of June 2016 to classify the salary level (if there is a period of interrupted social insurance payment that has not yet received the one-time social insurance subsidy, it will be accumulated).

When performing salary transfer, it is not allowed to combine rank promotion, group promotion, or category promotion.

The Circular clearly stipulates the method of salary transfer for cases where, as of July 1, 2016, the position is properly arranged according to the professional and technical requirements according to the job position.

Regarding classification and salary group transfer: Those who are currently assigned to the correct university level requirements according to the job position are classified into Group 1 Type A; those who are currently assigned to the correct college level requirements according to the job position are classified into Group 2 Type A; those who are currently assigned to the correct intermediate level requirements according to the job position are classified into Type B; those who are currently assigned to the correct elementary level requirements according to the job position are classified into Type C. The salary table for defense workers is specified in the Appendix issued with Decree No. 19/2017/ND-CP.

Salary grading: Based on the completion of the classification and salary group, based on the working time with compulsory social insurance payment (including working time in and out of the Army, if there is a break and the one-time social insurance subsidy is not yet enjoyed, it will be accumulated) to perform salary grading, specifically: From level 1, after every 2-year period (full 24 months) for salary coefficients from 3.95 or less and after every 3-year period (full 36 months) for salary coefficients above 3.95, the salary will be ranked up 1 salary grade according to Appendix 1 issued with this Circular.

In case of an employee who has been promoted to a higher salary level before July 1, 2016, the time before the deadline will be added to the time for promotion to a higher salary level. In case of an employee who has not completed assigned tasks or has been disciplined by reprimand or has been disciplined by warning or demotion or dismissal, 6 months will be deducted from the time for promotion to a higher salary level.

During the process of salary transfer to the final salary level, if there are any remaining months (less than 24 months for salary coefficients of 3.95 or less or less than 36 months for salary coefficients above 3.95), these remaining months will be counted towards the time for consideration of the next salary increase or consideration of seniority allowance exceeding the framework. The time for consideration of the next salary increase or consideration of seniority allowance exceeding the framework is calculated starting from July 2016.

This Circular takes effect from October 10, 2017.

The regimes prescribed in this Circular are effective from July 1, 2016.
