From September 15, 2022, when Decree 63 takes effect, the Ministry of Home Affairs will have 16 administrative units assisting the Minister in performing the State management function and 4 public service units serving the State management function of the Ministry.

Deputy Prime Minister Pham Binh Minh has just signed Decree No. 63/2022/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs.

Accordingly, from September 15, 2022, when Decree 63 takes effect, in terms of organizational structure, the Ministry of Home Affairs has 16 administrative units assisting the Minister in performing the State management function, including: Department of Organization and Personnel; Department of Local Government; Department of Civil Servants and Public Employees; Department of Salaries; Department of Non-governmental Organizations; Department of Administrative Reform; Department of International Cooperation; Department of Legislation; Department of Planning and Finance; Department of Youth Affairs; Department of Organization and Personnel; Ministry Inspectorate; Ministry Office; Department of State Records and Archives; Central Emulation and Reward Committee; Government Committee for Religious Affairs.

From September 15, 2022, the organizational structure of the Ministry of Home Affairs includes 16 administrative units and 4 public service units.

4 public service units serving the state management function of the Ministry include: National Academy of Public Administration, Institute of State Organization Science, State Organization Magazine, Information Center.

Hanoi University of Home Affairs continues to perform its functions, tasks and powers until the Prime Minister issues a Decision regulating the functions, tasks, powers and organizational structure of the National Academy of Public Administration.

The Central Emulation and Reward Committee and the Government Committee for Religious Affairs continue to perform their functions, tasks and powers until the Minister of Home Affairs issues a Decision stipulating the functions, tasks, powers and organizational structure of the unit.

The Department of Training and Development of Cadres, Civil Servants and Public Employees and the Department of General Affairs shall continue to perform their functions, tasks and powers until the Minister of Home Affairs completes the transfer of functions, tasks and personnel arrangement of the unit according to the Project on arrangement and consolidation of Departments under the Ministry of Home Affairs.

The Ministry of Home Affairs is a Government agency, performing the state management function in the following sectors and fields: Administrative organization, state career; local government, administrative unit boundaries; cadres, civil servants, public employees and public service; associations, non-governmental organizations; emulation, rewards; beliefs, religions; state documents and archives; youth and state management of public services in the sectors and fields under the Ministry's management according to the provisions of law.
