Many areas of supervision by the Vietnam Fatherland Front, political and social organizations and the people have not been concretized into mechanisms.

Supervision of cadres and party members is being carried out in residential areas but is facing many difficulties, due to the failure to promote the role and responsibility of the Fatherland Front, socio-political organizations and the people.

In reality, many areas of supervision by the Vietnam Fatherland Front, political and social organizations and the people have not been concretized into mechanisms.

As one of the five pilot provinces and cities implementing the regulation "Vietnam Fatherland Front supervises cadres, civil servants, and party members in residential areas", the Quang Binh Provincial Fatherland Front Committee has selected 26 communes, wards, and towns to propagate and disseminate to cadres and people about the policy of people's supervision of cadres, civil servants, and party members in residential areas. Building a monitoring mailbox for people to exercise their right to supervise.

Thanks to the discovery of the people and the recommendations of the Fatherland Front Committee of the commune, ward and town, the violations have been inspected and handled publicly and strictly by the authorities. Thanks to the implementation of regulations and strict supervision, cadres, civil servants and party members in residential areas have become more aware of complying with the law and mobilizing their families to comply with the law, regulations of the local government, village conventions, etc.

However, Mr. Pham Duc Thuong, Vice Chairman of the Vietnam Fatherland Front Committee of Quang Binh province, also pointed out that the supervision of cadres and party members currently lacks a mechanism and regulations to ensure the comprehensive and unified leadership of the Party in supervision activities. In particular, the scope of supervision and the subjects of supervision need to be further clarified.

“There are many difficulties at the grassroots level, which is the lack of courage and experience in carrying out monitoring activities. The mechanism to ensure that the Front carries out this task with the support of the entire political system, the people's trust, as well as the sanctions to ensure that the Front carries out this task are not adequate. This task needs to be more clearly defined in the mechanism of the Party's leadership, the government and promoting the people's mastery,” said Mr. Pham Duc Thuong.

Ho Chi Minh City was also selected to pilot the regulation "Vietnam Fatherland Front supervises cadres, civil servants, and party members in residential areas". Through supervision, it helps Party committees, authorities at all levels, and organizations at the commune level to better grasp the situation of cadres, civil servants, and party members under their management.

From the actual supervision, Mr. Ly Ngoc Thach, Head of the Democracy and Law Committee, Ho Chi Minh City Fatherland Front, said that there are party members whose household registration is at their place of residence, but they live elsewhere. Only at the end of the year will the party member's comments at their place of residence be transferred to the party cell for comment. In particular, the supervision of the asset declaration of party members, cadres and civil servants is very difficult, because the asset declaration is only carried out at the workplace, not at the place of residence. At the same time, there is no mechanism for the Front to carry out supervision of cadres and party members.

“The mechanism for the Front to supervise cadres and party members, especially leaders, according to Resolution 4 of the 12th Central Committee, needs to be more specific about the role of the Front in organizing the supervision of leaders or cadres and party members at the workplace and residence. We need a specific mechanism, with direction from the higher-level Party to the lower-level Party organizations. From there, create conditions for the Front to coordinate with socio-political organizations to carry out its supervision tasks,” said Mr. Ly Ngoc Thach.

The Party's policy is that cadres, party members and civil servants must have a system of contact and dialogue with the people, first of all dialogue in the place where they live. Through dialogue, we can understand each other, respect each other, and help each other progress.

Mr. Le Truyen, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, affirmed that the Party has stipulated that cadres must live as exemplary models, be subject to the supervision of the people, and must regularly contact and dialogue with the people.

Each cadre and party member must see their own responsibility and honor in being supervised by the people, not seeing supervision as something dark and bad. Supervision is good and normal, and to do well, the people must assert their rights.

From the practical implementation of the regulation "Vietnam Fatherland Front supervises cadres, civil servants, and party members in residential areas", Vice Chairman of the Central Committee of the Vietnam Fatherland Front Ngo Sach Thuc said that the policy of the Vietnam Fatherland Front is to supervise cadres, civil servants, and party members in residential areas to contribute to promoting the people's mastery in participating in Party building, building a socialist rule-of-law state of the people, by the people, for the people, clean and strong.

Only when the mechanism is clear can the Front effectively supervise party members and cadres. In addition, the subjects of supervision should be generally defined as cadres and party members. The mechanism must be to mobilize the participation of the people, through the Front and socio-political organizations as representative organizations to contribute opinions. This mechanism must be clear, and all opinions and recommendations must be responded to. At the same time, it must be effective for the supervised person to accept.

The Party expects the people to supervise through the Fatherland Front and socio-political organizations. This is a difficult task, but if there are specific mechanisms and regulations on the content of supervision, it will be an opportunity for Party committees and authorities at all levels to better grasp the situation of cadres, civil servants and party members to prevent and prevent negative phenomena and promptly handle violations.

With a clear mechanism for people to supervise cadres and party members in residential areas, it will have an important effect in contributing to building the Party and building a clean and strong government./.
