'There are localities that lack respect for the National Assembly's supervisory activities'

"In fact, many localities are not serious, even large localities disregard the National Assembly's supervision activities, including the supreme supervision activities" - the Vice Chairman of the National Assembly frankly said that there was a delegation led by the Vice Chairman of the National Assembly to supervise food hygiene and safety, but the locality only had 1 Vice Chairman to work with a few people who were all deputies.
“After many years working in the National Assembly, I have seen this situation, especially in large localities where there are problems during inspections. Obviously, there are stories that are not serious. If necessary, a few cases should be brought up before the National Assembly for publicity, transparency, and clarity. We must respect the supervision of the highest authority, which is also a representative of the people who conducts supervision. We must do it seriously,” said Mr. Phung Quoc Hien.

Sharing the difficulties of localities when having to receive many delegations a year, National Assembly Chairwoman Nguyen Thi Kim Ngan also emphasized the need to severely criticize localities with unserious attitudes and lack of respect.
“Localities must respect the National Assembly’s supervisory activities. How can the supervisions be like supreme supervision, thereby clearly improving the operation and management of the State apparatus? Through supervision, each Ministry can review what it needs, what it lacks, and whether it has implemented correctly. Then, it will be transparent about what is good and what is not good” – the National Assembly Chairman noted. “The National Assembly deputies said that we speak very well but whose responsibility is unclear, it is very general. There must be a list of localities that have done well.”
Do not drag the dragon down to the locality.
Concerned about the regulation on the number of delegations to a locality, Chairwoman of the Judicial Committee Le Thi Nga said that the quality and working method of the monitoring delegation is important. Because, although it is said that the locality calls, it is clear that no one wants the competent authorities to come to monitor because they think that if there is a problem or the possibility of a problem or error, the monitoring delegation will come.
The delegate suggested that when the monitoring delegation goes to the locality, there is no need for a cumbersome reception, the delegation has its own budget and does not bother the locality. During the work, if the local leaders are busy, they can arrange to work with specialized agencies.
“If we only go to 10 localities, for example, where the situation is not prominent or urgent, the problem will not be solved. The remaining localities require reports, but in fact, when people report, the shortcomings are reduced, and the advantages are talked about a lot, leading to the formation of a monitoring report that is mainly praise,” Ms. Nga expressed her opinion and emphasized that if the praise is correct, it is good, but she is afraid that voters will say it is not like that.

In addition to emphasizing the need to coordinate the number of monitoring delegations to each locality, Vice Chairman of the National Assembly Phung Quoc Hien noted not to send too large a delegation.Recently, there was a regulation that a monitoring team only had 3 cars, only the team leader had his own car, they still drove together and followed it very seriously. When they got to the site, they were divided into groups to inspect, that was an innovation.
Regarding this issue, Vice Chairman of the National Assembly Uong Chu Luu expressed his opinion that more supervision does not mean good quality. It must be based on actual conditions, macro-level supervision is the main thing and going to localities is to prove whether the supervision is done well or not.
“If we monitor effectively, the impact will spread through one monitoring session, even if there are few monitoring sessions, the impact will be greater than many monitoring groups. There are still many opinions that our monitoring activities are not very effective,” said Mr. Uong Chu Luu.
National Assembly Chairwoman Nguyen Thi Kim Ngan also emphasized that supervision must be of real quality, not just sending a large delegation that is ineffective. In coordinating delegations, we try not to let one province receive too many delegations, which would affect the work of the locality. Any delegation with a large number of people will not approve that list.
