Article 182The Land Law of 2024 stipulates regarding land use.rice growingas follows:
1. Rice-growing land includes land specifically for rice cultivation and other rice-growing land. Land specifically for rice cultivation is land where two or more rice crops are grown.
2. The State has policies to support and invest in infrastructure development and the application of modern science and technology in planned rice-growing areas with high productivity and quality; to protect rice-growing land and limit the conversion of rice-growing land to non-agricultural purposes.
3. Land users cultivating rice are responsible for improving and increasing soil fertility; they are not allowed to convert the land to other uses without permission from the competent state authority.

4. Individuals to whom the State allocates or leases land for non-agricultural purposes from land previously used for rice cultivation must comply with the following regulations:
a) There is a plan for utilizing the topsoil in accordance with the law on crop cultivation;
b) Paying an amount of money as prescribed by law to the State to supplement the lost area of land specifically used for rice cultivation or to increase the efficiency of rice cultivation land use, except for projects using public investment capital or non-public investment state capital as prescribed by the law on public investment and the law on construction;
c) Comply with environmental protection regulations; do not affect the cultivation of adjacent rice fields.
5. Land users cultivating rice may change the structure of crops and livestock on rice-growing land, provided that they do not lose the necessary conditions for resuming rice cultivation as stipulated by the law on crop production; they may also use a portion of the land to construct facilities directly serving agricultural production.
