What's in the proposal to spend tens of billions of dong to celebrate the 80th anniversary of August Revolution and National Day September 2?
The Hanoi People's Committee has just submitted to the City People's Council a proposal to issue a Resolution on budget spending for activities celebrating the 80th anniversary of the August Revolution and National Day September 2 in the area.
Reason for adjusting the spending level to double the current regulation
According to the Hanoi People's Committee, this is a major political and historical event, of special significance to the entire Party, people and army. Hanoi - the capital of the country was assigned by the Central Government to host a series of large-scale activities of national significance, including celebrations, parades, and cultural, artistic and propaganda programs.
Spending the budget shows responsibility and gratitude to the forces participating in serving this important event. This is not only an investment in an event but also an investment in spirit, showing recognition and respect for those who contributed to the success of the celebration.
According to the report, although the City People's Council has stipulated the expenditure level according to Resolution No. 16/2021/NQ-HDND dated December 8, 2021, since then, the basic salary has increased from VND 1,490,000 to VND 2,340,000/month, an increase of 1.6 times.
Along with that, the scale of the upcoming celebration is expected to reach 30,000 people, much larger than the opening ceremony of the 10th Capital Sports Festival which had only about 6,000 people.
In particular, the training, joint practice, preliminary rehearsal and final rehearsal time take place in the summer, in hot weather conditions, many sessions are held in the evening, causing significant pressure on the participating forces.

Therefore, the Department of Culture and Sports proposed to adjust the spending level to double the current regulation, equivalent to the spending level that Ho Chi Minh City applied in the event celebrating the 50th anniversary of the Liberation of the South and national reunification.
Details of support levels for forces
The support proposal is divided in detail according to each object and role in the event. 200,000 VND/person/day will be spent on members of the Steering Committee, Organizing Committee, heads and deputy heads of specialized sub-committees, demonstrating the responsibility and important role of the leadership group.
150,000 VND/person/day for members of professional subcommittees and training instructors, those directly involved in professional work and training. This group plays an important role in ensuring the quality of performance and organization activities.
For the force mobilization block, including volunteers, police, army, medical staff, security guards, and service staff, the proposed support level is 100,000 VND/person/day. This is the core force to ensure security, order, and support services throughout the event.
In addition, 300,000 VND/person/day for meals will be spent on the participants (except volunteers) during training and performing tasks, ensuring necessary living conditions for the participating forces. The estimated budget for this content is about 53.7 billion VND.

Gift support and reception of delegates
In addition to supporting the service force, the Hanoi People's Committee also proposed spending nearly 17 billion VND to give gifts to delegates attending the celebration, to give gifts to typical subjects with especially difficult circumstances under the Central Committee of the Vietnam Fatherland Front, and to handle reception work and welcome delegates.
Specifically, the city proposed spending 1 million VND/product as gifts for delegates and 100,000 VND/souvenir logo for delegates and forces participating in the celebration, with a total cost of about 8 billion VND.
The City People's Committee also proposed to spend 5 million VND/person for outstanding individuals in especially difficult circumstances belonging to the Vietnam Fatherland Front Committee and socio-political organizations, with an estimated budget of 5 billion VND.
In addition, 3.7 billion VND will be spent on reception and reception services such as food, accommodation, and shuttle buses, ensuring the best quality of service for delegates attending this important event.
The proposed content will be considered and approved at the 25th session of the City People's Council, scheduled to take place from July 8 to 11, 2025. The approval of this proposal will create a solid legal basis for the implementation of activities to prepare and organize the 80th National Day celebration.
With a total budget of nearly 71 billion VND (including 54 billion VND to support the force and 17 billion VND for gifts and reception), Hanoi's proposal demonstrates its strong determination to successfully organize the event to celebrate the 80th anniversary of National Day, ensuring a grand scale and profound meaning worthy of the historical importance of this sacred holiday.
