Quynh Luu 2 High School has a 40-year tradition of training human resources and talents for the country and its people. For example, most recently, 14 people, including staff, security guards, parents, and teachers of Quynh Luu 2 High School, submitted a complaint to the inspection agency accusing Principal Nguyen Van Minh of financial mismanagement; allowing himself to receive numerous unauthorized fees; improper spending of budget funds, including contributions and the establishment of an "internal fund"; and violations of the ethics and character of a teacher.


Many female teachers are being... "harassed".


Through complaints against the school's top administrator, many teachers stated, even before the reporter's recording: "We are teachers currently standing on the podium, and we don't want to sue our colleagues. But we can't tolerate it any longer when the principal (Nguyen Van Minh) increasingly manipulates and abuses his power to direct shady financial activities, insults and curses many teachers. He even 'harasses' many female teachers... causing parents to worry, students to be agitated, and public opinion to be outraged..." Teacher Luong Thi Xuan Ha recounted: "Mr. Minh's harassment of women has been systematic, for decades. Exactly 20 years ago, when I was still living in the dormitory, Mr. Minh harassed me... A female teacher at the school accidentally witnessed it and told my husband. I was so upset by this injustice."

Unable to confide in anyone, I attempted suicide but was rescued at Quynh Luu Hospital. In the years that followed, although I tried to avoid him, Mr. Minh continued to harass me whenever he had the chance, and I often suffered his retaliation. Ms. Nguyen Thi Bach Tuyet, who joined the school in 1988, was also frequently harassed by Mr. Minh, who propositioned her, asked to "leave his child with him," and requested a kiss... Particularly during the high school graduation exam in Cua Lo, she was assaulted and humiliated, forcing her to get off the bus and walk. Later, when Mr. Minh was promoted to principal, such incidents occurred more frequently. When her demands were not met, Mr. Minh would "retaliate" by verbally abusing Ms. Tuyet in front of the examination board. Mr. Nguyen The Trinh, a former security guard at the school, stated: "Many times when I went to bring water or clean the principal's office, I witnessed Mr. Minh propositioning female teachers. Some female students came up to ask for his autograph, but Mr. Minh wouldn't give it to them immediately; instead, he made them stay to... pull out gray hairs! After these unsightly incidents, Mr. Minh suspected me of spying on him and proceeded to humiliate me. Unable to tolerate Mr. Minh's violent behavior, I resigned. Another young female teacher was also "harassed" by Mr. Minh when the Department of Education's inspection team visited on October 12, 2007, and she met with the team to file a complaint. At the end of September 2006, when a female teacher in charge of the Youth Union went to the principal's office to review the plan for the upcoming congress, Mr. Minh pulled, hugged, and propositioned her. A male teacher who happened to be in the principal's office witnessed this. Immediately afterward, Mr. Minh threatened this teacher. Mr. Minh also "sexually harassed" female assistants." In October 2005, a female parent from Quynh Doi commune came to Mr. Minh's office to request a school transfer for her child to Hoang Mai. Mr. Minh deliberately refused to sign the application, keeping her there from morning until noon, then he offered: "...I'll sign it for you." Ms. Luong Thi Xuan Ha, a math teacher at Quynh Luu 2 High School, said: "Knowing his nature, female teachers are very afraid to go to Mr. Minh's office. Even female students, if they go to his office, have to go in large groups to be safe..."


Disrespecting colleagues, indifference when students are in trouble.


According to numerous teachers' accusations, during his three years as principal, Mr. Minh had inexplicably cursed, insulted, humiliated, and offended the vice principal and several teachers and staff members of the school. Anything that displeased him would immediately provoke his anger, leading him to verbally abuse teachers with extremely harsh words. In the 2004-2005 school year, he expelled Ms. Chương, a literature teacher, from the principal's office for not "cooperating" with the principal in providing dishonest evaluations for student interns. At 7:30 AM on March 6, 2007, during a meeting attended by vice principals and teachers to discuss the student internship plan, for some reason that displeased the principal, Mr. Minh threw a glass cup, shattering it in front of 25 students. Afterward, Mr. Minh forced Ms. Hoàng Thị Hường (the treasurer) to pick up all the broken pieces. On another occasion, Mr. Minh threw a chair at Mr. Đường Xuân Quý (the newly appointed accountant). He also verbally abused and insulted Mr. Nguyen Huu Hieu, the laboratory technician (son of Mr. Nguyen Ba Dien, the former principal of the school). Unable to bear it any longer, Mr. Hieu submitted his resignation. Even Ms. Phan Thi Que (the former accountant) requested a transfer to another school due to extreme frustration. During the 2005-2006 school year, Le Van Phuong, a student in class 10 A3, fell seriously ill. Mr. Le Van Thang, Phuong's father, had to take his son to the emergency room at the Provincial Friendship General Hospital. There, the doctor suggested that the family should quickly transfer Phuong to a hospital in Hanoi for timely surgery to save him from a critical condition. Due to the high cost and the family's poverty, they had to return to the school to request a referral letter for the transfer under the health insurance scheme. Phuong's father went to see Mr. Minh the first time, but he said he was busy with guests. The second time, Mr. Minh nonchalantly replied, "Illness is nothing compared to my guests." By the time they obtained the referral letter the next day, it was too late; Phuong had died on the way to Hanoi.

Certainly, the allegations of misconduct and unethical behavior against Principal Nguyen Van Minh, made by the collective of teachers, staff, and parents, will be assessed and clarified by the responsible agencies to determine their accuracy and truthfulness. However, the negative impact of public opinion regarding Principal Nguyen Van Minh on the teaching staff and parents of students in Quynh Luu is like a black oil stain, difficult to wash away overnight...
