After the first round of university entrance exams, something unexpected happened when more than 100,000 candidates passed the entrance exam but did not enroll. Many top universities also had to call candidates because of lack of enrollment quotas.
"Shocked" by lack of targets
At the end of the first round of admission, many universities were surprised because the rate of candidates confirming their admission was much lower than expected. Specifically, only 242,000 candidates who passed the first round completed the admission confirmation procedure compared to the total enrollment target based on the results of the National High School Exam of 352,000. Thus, the number of 110,000 candidates who were confirmed to be admitted did not come to enroll.

Explaining the above situation, many opinions said that the reason is due to the new regulations on wishes and the virtual filtering software of the Ministry of Education and Training is still very limited. A member of the Association of Vietnamese Universities and Colleges analyzed: There are many reasons for the above situation this year's enrollment season.
Firstly, the Ministry of Education and Training has not clarified how candidates should choose their NV, but they choose based on their feelings so it is easy to change NV.
Second, the Ministry of Education and Training's virtual filtering software is not thorough in eliminating virtual candidates. Candidates should have followed the NV order they chose, but the regulations are not strict, so candidates easily break the rules. The Ministry asserts that it respects the candidates' NV and the software will filter virtual candidates well, but in fact, it has broken the rules and done it in an impromptu manner. As a result, the software has no value in filtering virtual candidates, causing many schools to still have virtual candidates...
From another perspective, Mr. Do Van Dung, Principal of Ho Chi Minh City University of Technical Education, said that we cannot control and identify the flow of candidates when the virtual filtering software is only limited to universities and pedagogical colleges.
"Students in recent years do not have to try to get into university at all costs and are gradually becoming aware of choosing to study at colleges," Mr. Dung emphasized.
Many schools initially planned to enroll enough students, but not all successful candidates confirmed their enrollment. Thuyloi University also recruited nearly 1,000 additional students for training programs.
According to Associate Professor Dr. Nguyen Tuan Anh, Head of Training Department of Thuyloi University, the number of candidates admitted this year only reached about 78%, 17% lower than last year. Many students who passed from NV 3 onwards did not enroll. The fact that the Ministry of Education and Training does not limit the number of candidates applying for admission is also a disadvantage. Similarly, the University of Construction is still short of about 300 students to meet the quota. Therefore, many lower-ranked schools are therefore short of their enrollment quota, some schools only meet 18% and have to recruit more.

Training not linked to the market is "suicide"
According to Mr. Nguyen Dinh Thi, Head of Training Department of the University of Construction, the school called each student to ask the reason, and most of them answered that they had registered to study at college, majoring in: pharmacy, police, military. And, for the same reason as the above schools, they registered based on... encouragement from the high school.
According to Mr. Pham Quang Dung, Training Department, University of Transport Technology, the reason why candidates are admitted but do not enroll is mainly due to the candidates' needs. If they are not interested in the NV they initially registered for, they will not come to study. This is very difficult for schools to intervene, even calling candidates to enroll, but after only one year, candidates may drop out because it is not the school/major they love.
One of the reasons for the above situation, according to Mr. Le Viet Khuyen, former Deputy Director of the Department of Higher Education, Ministry of Education and Training, is that our current career guidance is still poor. Students choose their career mainly based on their feelings, not on reality, and even lack information about the major they have chosen. In foreign countries, their career guidance is very good, there must be a consultant for each student, but in our country, career guidance is only general.
Universities themselves also conceal and do not announce the real number of graduates who have jobs. Therefore, according to Mr. Le Viet Khuyen, the Ministry of Education and Training should require schools to be transparent about the quality of training and the rate of graduates who have jobs so that students can make the right decision and avoid confusion.
Faced with concerns that when schools lack candidates, they will “grab all the dirt”, accepting even candidates with low scores, many opinions suggest that the Ministry of Education and Training needs to tighten the NV registration in the following years; there needs to be technical solutions to conduct screening of candidates right from the beginning when candidates register for the exam; to avoid the phenomenon of large numbers of virtual candidates.
Information work in enrollment needs to be implemented more widely along with good career guidance from high school. In fact, during enrollment fairs, most students do not clearly understand the characteristics of the major they are applying for and what they will do after graduation. Therefore, it is understandable that thousands of students refuse NV1 opportunities at leading schools./.
