PV: Working with the Government's Administrative Procedure Control Department, Prime Minister Nguyen Xuan Phuc always emphasized the shortcomings in administrative procedure reform that have been mentioned many times but in reality are still weak links. What is your comment on this situation?
Mr. Liu Ping Ruong: The Prime Minister's declaration and instructions are highly appreciated by public opinion and are awaiting implementation. It shows the concern of the head of the Government about the alarming situation of civil servants and public employees in sectors, localities, agencies and units of the Party and State.
Currently, the Party and the State are implementing reforms very strongly, however, a number of civil servants not only do not move but also show great inertia, the tendency to rely on each other and their superiors is getting stronger and stronger; they talk a lot but do not act, even lie, report falsely or act half-heartedly, or act but ineffectively, leading to even department and bureau level cadres being in that situation. This is a very alarming result.
PV: The mass media has recently reflected on the shortcomings and weaknesses in administrative procedure reform. We can cut many cumbersome procedures, but those results are all in vain when civil servants have not really reformed themselves and perform public duties with old thinking?
Mr. Liu Ping Ruong: In my opinion, reforming oneself is the biggest reform, overcoming ego is the most important. Without reform, there will be a lack of knowledge, lack of determination, and many officials can even be said to be indifferent to public service and the interests of the State and the interests of the people.
Reality shows that there are civil servants and public employees who are just "beating the drum to register" and do not contribute much to their agencies or units, let alone contribute to their localities, industries or the State.
During the subsidy period, people often said, "Holding gold, still afraid of it falling/holding the decision, forever warm and comfortable", meaning that once holding the decision to enter the state payroll, you can just sit and enjoy it, without having to worry about anything. If we do not reform quickly, we will return to the period of the above saying, which is very alarming.
PV: So, in your opinion, what consequences will this reality have on the people?
Mr. Liu Ping Ruong: The first consequence is that people do not perform their duties, work does not run smoothly. They cannot solve the State's tasks - the tasks that the Party, the State, and the people trust and assign to them.
Therefore, it undermines people's trust in the Party, the State, and the cadres that the Party and State arrange, promote, appoint, train, and give them the people's power; some people do not do it and even betray the people's interests, which is extremely dangerous.
PV: So, in your opinion, to reform humanity, where should we start, from what mindset?
Mr. Liu Ping Ruong: There are many opinions on the need for human reform. In my opinion, first of all, civil servants themselves must always update and improve their theoretical knowledge and professional expertise; must perform their work diligently and devotedly; must know how to practice their working style, attitude, and spirit of serving the people.
On the State side, State managers need to implement "2 tightening, 1 elimination", that is, tightening the input quality and tightening the management process of civil servants and public employees; be ready and resolute in eliminating weak and violating civil servants and public employees; at the same time, synchronously implement solutions, perfect management institutions, ensure operating conditions, improve the quality of training, fostering, arrangement, appointment, rotation and promotion to leadership and management positions; reform the salary regime, strictly implement the reward and discipline regime for civil servants and public employees.
Thus, both sides, the State and civil servants, must reform themselves and create perfection to have a team of high-quality civil servants.
PV: How do you evaluate the current implementation of "2 tighten 1 remove" as you just analyzed?
Mr. Liu Ping Ruong: We talk a lot but do not achieve anything. Specifically, in the past, many officials were recruited into state agencies in a non-transparent manner; the quality of the recruited officials was poor, not up to standard; appointments were made quickly; when there were violations, they were not handled, leading to "dispersal of personnel", and until now, the officials responsible for the violations have not been handled. The incident just "sunk", how can the people agree?
Therefore, violations need to be handled fairly and thoroughly, otherwise it will lead to a situation of "beating the drum and abandoning the drumsticks" and it is very dangerous in that people will not trust, and violators and civil servants will not be afraid, people will continue to make mistakes, even making bigger mistakes than before.
PV: Many opinions say that administrative procedure reform needs to be viewed and implemented from the perspective of businesses, that is, civil servants who do not perform well can be transferred to other jobs or even fired. Do you agree with this point of view?
Mr. Liu Ping Ruong: I think that enterprises and state agencies have different characteristics, one is state management, the other is production and business; one needs profit, the other has to carry out many tasks set by the state, socio-economic development, national security and defense... One similarity is that they both aim for management effectiveness. Therefore, to have effective management, we must pay attention to human resource management and staff management.
PV: If we cannot practice the culture of resignation, are not bold enough to decide to resign, do you think there is any legal sanction strong enough to be able to do that?
Mr. Liu Ping Ruong: Here, the role of the advisory and leadership agencies in personnel organization is needed, and research is needed to advise the Party and State leaders to issue specific regulations for the heads. If we look at the system of sanctions in our country, there are quite a lot, administrative, civil, criminal, and sanctions on responsibility, spirit, and material, which can be applied appropriately depending on the level of violation. The important thing is to detect and handle them seriously and effectively, we are lacking in this step.
Therefore, it is necessary to conduct very serious and comprehensive research to be able to propose a strict handling policy, so that both current and retired officials must also consider those sanctions to perform their duties and work well, avoiding being handled according to those sanctions.
In addition to strict management and strict handling, it is also necessary to strengthen propaganda and education, set good examples so that the good becomes dominant, has a pervasive effect, creates integrity, becomes a morality to overwhelm the darkness, evil, indifference, and dependence that have become "diseases" that have eaten into the human body. Antibiotics are needed to clean up the team of Party and State officials.
