"There is absolutely no way that teachers would say that the 4,000 VND fee for an essay part of the English test is low, and there is no way that the school would invite teachers back because of policies," Mr. Binh stated.

The head of the training department of Vinh University added that in 2016, the salary for marking exams was the same as last year. Because Nghe An province is large and many local teachers have to travel far, examination cluster 35 created favorable conditions for invigilators to stay at a guest house with full facilities, free of charge.
