“Rapid advancement” or “unclear support” are phrases used to describe the “official career” of some young officials who, thanks to “support” or “support”, have had an astonishing “maturity”. The most dangerous is "privatization of power"
PV:After the scandals about "lightning-fast official career" in the past year, does the public have the right to wonder and worry about the selection and appointment of young people, sir?
Mr. Liu Ping Ruong: In fact, selecting talented young people to take on important responsibilities at the central, local and ministerial levels is a major policy of the Party and State, which has been clearly expressed in Resolutions, Directives as well as in documents of all levels and sectors. This is also the wish of President Ho Chi Minh left in his Will. Planning and appointing young cadres is considered a strategic issue.
However, when young cadres are appointed or promoted, their youth, dynamism, and innovation are not only the criteria, but they must also meet all the Party's standards: They must have good qualities, revolutionary ethics, and a lifestyle, self-cultivation, and training following the example of President Ho Chi Minh; these cadres must have high professional qualifications appropriate to the job and be able to hold appropriate positions and positions.
So it can be understood that not all young cadres are appointed. Our ancestors have a saying "smartness does not come to the young, health does not come to the old", smartness here does not mean that young people are inexperienced and inexperienced. People need to have both theory and practice, so after being trained in theory and expertise in school and in training courses, young cadres need to be brought into life to struggle with it, even in the Japanese way, they have to go step by step, from ordinary, arduous jobs and then step up to higher positions, only then can they understand and share. Young people who do not understand, as well as talented people without virtue, insensitive and cold towards life, are extremely dangerous.
PV:Do you think that young people who rise up by their own strength are still more respectable than those who are "children of high-ranking officials" and have "support and launching pads" to rise up?
Mr. Liu Ping Ruong: I think having a platform is very good. If everyone has a platform, if the whole society has a platform, it would be great. We need to look at this issue fairly.

If two cases have the same score, I will choose the individual who strives because they have, through their own efforts and training, set goals for their lives and succeeded. However, there are people who, even though they have a large family behind them, still create a launching pad for themselves. Two people have the same launching pad as the son of a high-ranking official, but the one with the training will definitely be selected, not to mention the entrance exam, just the training alone speaks to their will.
If they are young cadres, coming from educated families, children of mandarins, even many generations of mandarins, but strive to sacrifice for the Fatherland, not corrupt, contribute a lot, meet all the requirements and standards, they can still choose, because they are educated from childhood to follow a political career and they are also educated to go into politics not to rob people's money, but to work for the honor of their family, clan, honor, qualities and interests of the country.
If we have such cadres, I am willing to give a lot of votes. The most fearful thing is that they only have a cover, a fake platform, beggars the past, take advantage of their ancestors' titles to install their children and relatives, that is not a platform. The real platform I want to talk about is a "missile platform". In recent incidents, it can be said that we have witnessed too many fake "platforms".
PV:So, in your opinion, what is the cause of the recent "lightning-fast career advancement" of some young officials? Is it a mistake in the process?
Mr. Liu Ping Ruong: I am a defender of that process and many people have supported my view. Our process is extremely strict, it is written for decent people, not for people who do bad business; but the people who use that process are not decent.

I have said that the most dangerous thing now is to “privatize the power” that the State and the people have given to us, turning that power into our own property. The process is very standard, but people who do not meet the standards are still allowed in, so why do we say that the process is wrong? Obviously, the person using that process is not impartial.And the result is that we have a whole team of people who do wrong, they look at each other, look up, see this person's child can get in, their child can get in too. If you want your child to get in, you have to support the children of others, I call it "a witch's association", people have put the process aside, even trample on the process of the Party and the law. I can confirm that the process to select and appoint a cadre in Vietnam is extremely strict, the standards in that process can be considered the gold standard, but unfortunately that golden mold is not applied, but people "mold" their own mold.
“Clericalism, planning in the back room”
PV:The method of recruiting leaders through exams is being applied by many agencies. In your opinion, is there any way for those with fake “support” to “get around” it?
Mr. Liu Ping Ruong: Although the leadership selection method is classical, it is also a very modern method to select a person for a leadership position. We have had to take exams since grade 1, then we have to take sports exams, beauty exams… to find qualified people. In ancient times, generals had to compete with each other through martial arts competitions, literary competitions to select talented people, so why don't we choose the selection method?

In fact, many agencies have applied the examination and have had results. The Ministry of Justice organized an examination to recruit the Deputy Director of the Judicial Academy, the Director of the Department of Inspection of Legal Normative Documents; or the Ministry of Transport recruited the Director of the General Department of Roads. In my opinion, it is necessary to replicate this examination model, even requiring compulsory examinations for certain positions.
But it must also be admitted that no competition is without loopholes, regardless of the level. But the first important issue is to choose the problem and the way of competition so that "cheat sheets" cannot save them.

It is important to let them perform in public and not sit around with each other. The selection must be strategic, appropriate to the size of that leadership position, and can even provide advisory solutions to superiors, and must put oneself in the position of superiors to advise at a strategic level.
Another issue is to choose the examiners, the recruitment board must be objective, impartial and there must be a mechanism to supervise that board by public opinion. This will narrow the gap, not hoping to fill it, but avoiding secrecy, priesthood, making plans in the room. We should not be afraid of loopholes and not apply them, but find those loopholes to take measures.
