On the morning of March 30, in Dien Chau district, the National Assembly's Supervision Delegation on the implementation of policies and laws on reforming the state administrative apparatus, led by comrade Tran Van Tuy - Member of the Party Central Committee, Member of the Standing Committee, Head of the National Assembly Delegation Work Committee, had a working session with Dien Chau, Quynh Luu and Nghi Loc districts. Attending the working session on the side of Nghe An province were comrades: Le Quang Huy - Deputy Secretary of the Provincial Party Committee, Cao Thi Hien - Member of the Standing Committee of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council; representatives of the leaders of the National Assembly delegation of the province, departments, branches and sectors at the provincial level. |
One of the shortcomings that localities have recommended to the National Assembly's Supervisory Delegation is that in the process of reforming the apparatus, the guiding documents are still slow and inconsistent.
For example, Decree 115/2010 of the Government stipulates the responsibility for State management of education and Joint Circular 47/2011 of the Ministry of Education and Training - Ministry of Home Affairs guiding the functions, tasks, powers, organizational structure of the Department of Education and Training stipulates the authority of the Department of Education is not yet unified.
"The situation of many Decree documents regulating one way and Circulars guiding another makes it difficult for establishments in the implementation process" -Vice Chairman of Quynh Luu District People's Committee Ho Ngoc Dung expressed.

Chairman of Nghi Loc District People's Committee, Nguyen Tien Dung suggested: "The implementation of staff streamlining according to Decree 108 needs to be done flexibly, in accordance with the characteristics of each locality and unit. In 2016, Nghi Loc District People's Committee had 83 staff, according to the staff reduction roadmap, it will be very difficult to carry out local tasks."
Also according to the Chairman of the People's Committee of Nghi Loc district, public service units such as: Population center, family planning, land use rights registration office, project management boards should be under the district's management.
At the meeting, representatives of Dien Chau, Quynh Luu and Nghi Loc districts also reported on local apparatus reform work.

Concluding the meeting, comrade Tran Van Tuy highly appreciated the implementation of policies and laws on reforming the organizational apparatus of localities and emphasized: The purpose of supervision is to detect difficulties and inadequacies in the work of reforming the organizational apparatus in localities, thereby the Central Government makes amendments to perfect the institution.
Regarding the shortcomings that localities are concerned about and have made recommendations for, through the working session, the delegation will synthesize and report to the National Assembly to have policies and strategies to innovate and reform administrative procedures and apparatus, improve the quality of operations, streamline the payroll to have better quality, and if necessary, amend the mechanisms and policies accordingly.
Comrade Tran Van Tuy also said that through supervision, the delegation also hopes to record good experiences; correct incorrect actions; listen to practical solutions that are suitable to local situations and can be replicated nationwide.
Speaking at the working session, comrade Le Quang Huy - Deputy Secretary of the Provincial Party Committee requested Dien Chau, Quynh Luu and Nghi Loc districts to absorb the opinions of the Supervisory Delegation and complete the report, in which it is necessary to clarify the difficulties and obstacles in implementing this policy; supplement data and bases in implementing staff streamlining and job placement; review and evaluate the administrative reform work of each locality.
