Upon inspection, to date, 3 out of 4 units receiving the former facilities of Nghe An Friendship General Hospital have completed the handover process. These are: the Trauma and Orthopedics Hospital, the Hematology and Blood Transfusion Center, and the Forensic Examination Center. The Oncology Hospital, however, has not yet completed the handover process, requiring the complete handover of all equipment and supplies. Basically, the handover process was conducted according to procedures, with supervision and confirmation from the Department of Health and the Department of Finance. Although some loss or damage during the handover process is unavoidable, the former owner, the General Hospital, has committed to compensating for the equipment and supplies in their original condition and has assigned security personnel to monitor the process.

Regarding the new provincial general hospital facility, the relocation of patients, medical staff, and equipment has been completed, and it has been operational for two weeks. However, initial shortcomings and deficiencies have emerged in the design, infrastructure, and medical supplies. Specifically, the hospital's design capacity is 700 beds, but currently, the number of inpatients is 1,380, nearly double the projected capacity. This has led to problems such as overloaded water and electricity lines, a shortage of beds, and a lack of air conditioners. The hospital leadership has reported these issues and requested guidance from the Department of Health and the Provincial People's Committee to immediately address the power and water supply problems; add 100 more beds; and utilize and reuse materials from the old facility. To date, these shortcomings have been resolved, ensuring stable medical services. The hospital also requested additional funding to supplement missing items and equipment such as a parking garage, hospital pharmacy, operating tables, surgical lights, etc., to ensure quality service for patients.

After listening to the opinions of the units and members of the delegation, Comrade Nguyen Xuan Duong highly appreciated the determination of the leadership and medical staff of the five medical units in the transition and relocation process. The new facilities have initially operated relatively stably, receiving positive feedback from patients and medical staff, which is a welcome sign for the provincial health sector. He also requested the units receiving the old facilities of the General Hospital to provide specific estimates of the minimum cost for upgrading and repairing, ensuring that they can soon operate stably at the new location. In addition, the health sector needs to focus on developing the private hospital system to reduce the burden on public hospitals and improve the quality of medical services. However, to achieve sustainable development, innovation is needed not only in physical infrastructure but also in the mindset, work style, and hospital culture of doctors, medical staff, and patients.
