(Baonghean) - CThe dialogue between the Standing Committee of Hung Nguyen District Party Committee and the team of Party Cell Secretaries and the Hamlet Front Working Committee of Cluster 2 (including 5 communes of Hung Phu, Hung Khanh, Hung Chau, Hung Loi and Hung Nhan) raised many issues related to the strength of the Party organization and the effectiveness and efficiency of governments at all levels.
The issue that most worries many Party cell secretaries and heads of mass organizations is that the working style and methods of the current cadres at all levels are not really close to the grassroots, not really close to the people and not attached to the movement. The higher-level cadres only stop to listen to reports at the commune level, and if they go to hamlets and residential areas, they only choose good places, and do not go to places with many grievances.
Mr. Dau Van Ninh - Party Cell Secretary of Hamlet 5 (Hung Khanh Commune) said that to grasp the real situation at the grassroots level, district cadres need to go to the hamlets and listen directly to hamlet cadres and people. There are many grievances that have not been reported to the district and even violations and ambiguities of cadres, which are difficult to grasp if not directly with the people. Mr. Dau Van Ninh also pointed out the current situation, cadres of the Fatherland Front and mass organizations are movement cadres but only sit at the headquarters and do not go directly to the people to organize practical movements and grasp the people's thoughts.

In addition to the recommendation to rectify the working style and manner of cadres and civil servants, many opinions also expressed concerns about the current apparatus. Mr. Ho Van Dao - Secretary of Party Cell 5 (Hung Phu Commune), raised the issue that the current apparatus at the commune and hamlet levels is still too cumbersome, with many cadres and civil servants "sitting around doing nothing", causing a huge waste of the budget to pay for the team. For example, at the hamlet level, currently the average population is only 400 but there are up to 12 positions. Expressing agreement with Mr. Dao's opinion, Mr. Pham Manh Hung - Secretary of Party Cell 3, Hung Nhan Commune, suggested that it is necessary to streamline a number of organizations and apparatus at the commune level, "born there but not knowing how to do anything with daily tasks".
In addition to the district and commune levels, there are also some issues that need attention at the hamlet level. Worried about the fact that at each Party cell congress, hamlet chief election, and branch congress, it is very difficult to find people to take on positions in the hamlet, Mr. Nguyen Huu Giam - Secretary of Party cell 5 (Hung Chau commune) recommended that Party committees at all levels should pay attention to building and creating a source of hamlet-level cadres.
“Currently, due to low benefits, high work pressure; those who are capable do not want to work, those who are not capable want to work to receive benefits,” Mr. Giam shared. From another perspective, Mr. Hoang Kim Ky, Head of the Elderly Association of Hamlet 5, Hung Khanh Commune, is worried that the leadership capacity and fighting spirit of rural Party cells are declining. Mr. Ky cited that Party members refuse to take on and accept tasks, refuse to be Party Cell Secretaries, Hamlet Chiefs; many Party members rarely participate in activities.
Referring to a series of difficult and pressing issues at the grassroots level, many opinions at the dialogue also raised concerns about the discipline of the law, the efficiency and effectiveness of the current apparatus at all levels. Some households have received money, some have received compensation for land acquisition and resettlement land under the Lam River road project, but are still in the same place, not yet relocated; or there are still 2/18 households affected by the 42 dike upgrade project that have not yet relocated and there are no solutions. Some rural traffic works, intra-field traffic, and drainage canals have been invested in but are degraded and ineffective. Some problems have existed for a long time without solutions such as environmental pollution on drainage canals; existing administrative boundary disputes; preschool students studying at cultural houses...
