According to the Decree on administrative sanctions for violations in the aviation sector, individuals who "violate order and discipline on aircraft" can be fined from 3 to 5 million VND.
The Civil Aviation Authority of Vietnam has just issued a Directive to airlines advising passengers to use mobile phones and portable electronic devices on airplanes.
This agency requires airlines to discipline their flight attendants to seriously and firmly remind passengers not to use broadcasting devices, cell phones, personal computers, iPads, or music headphones on the plane during takeoff and landing.

According to the US Federal Aviation Administration (FAA), electronic devices can negatively affect aircraft communications and navigation. However, the agency has left it up to airlines to decide which electronic devices are allowed on board. Most airlines follow FAA guidelines that they should only be used when the aircraft is above 10,000 feet, so that pilots have enough time to handle any potential emergencies.
Aviation experts say that the take-off and landing phases of an aircraft are considered the most important phases of each flight, requiring the crew to be highly focused, in constant contact with the air traffic control station and ensuring the operation of all equipment on the aircraft. In fact, dangerous accidents are concentrated in these two phases, lasting about 15 - 20 minutes to reach an altitude of more than 3,000m.

However, airport representatives said that the punishment of passengers using mobile phones largely depends on the airlines because the violations all take place on the plane. In the event that a passenger violates the law but the airline does not make a record or notify, the airport authorities cannot know to handle the situation.
In addition, there are many new generation phones that can be used both in phone mode and purely for filming, taking pictures, and entertainment. If it is not proven that the violator left the phone in phone mode, the authorities will also have many difficulties in the process of punishing.
According to the procedure, if a violation is discovered on board the aircraft, the flight attendant will notify the captain to make a report on the aircraft. The case will then be transferred to the airport authority to make a decision on the penalty.
