That is one of the contents in the draft Regulations on handling responsibilities, rewards, and discipline for collectives and individuals in performing the tasks of protecting traffic infrastructure, clearing encroachments, and preventing re-encroachment of traffic safety corridors in Nghe An province, discussed by the Provincial People's Committee at the meeting on the afternoon of November 9.

At the meeting, based on the draft reported by the Department of Home Affairs, members of the Provincial People's Committee and representatives of departments and branches agreed and highly agreed with the draft. Accordingly, in addition to regulations on forms of rewards, the draft also clearly stipulates the strict handling of responsibilities of collectives and individuals who cover up and are negative in the process of clearing traffic safety violations.
Specifically, for collectives or individuals directly in charge of management who do not fulfill their tasks of protecting traffic infrastructure, clearing encroachments, and preventing re-encroachment of traffic safety corridors, they will be criticized and warned; at the same time, emulation titles and rewards for collectives that re-violate the above-mentioned issues will not be considered.

For individuals, including Directors, Deputy Directors of Departments and heads of provincial-level departments and branches in charge of the field; Chairmen and Vice Chairmen of People's Committees in charge of the field at district and commune levels; Heads of functional departments of provincial and district-level Departments and branches will be disciplined for their responsibilities in 3 forms: reprimand, demotion and dismissal when they lack attention to directing and organizing the implementation of tasks to protect traffic infrastructure, clear encroachments, and prevent re-encroachments of traffic safety corridors (depending on acceptance, promotion, and correction of violations).
As for cadres, civil servants, public employees, and non-commissioned officers of the armed forces who are assigned to directly carry out the task of protecting traffic infrastructure, clearing encroachments, and preventing re-encroachment of traffic safety corridors, if they lack a sense of responsibility, they will also be handled in two forms: reprimand and demotion when they have been reprimanded but do not correct or overcome the situation.

The draft also stipulates the handling of responsibilities for collectives and individuals immediately after each campaign to clear and manage sidewalks and traffic safety corridors ends or through periodic, unscheduled inspections and annual preliminary and final reviews.
