The decree issued on July 30, 2013, applies to the families and relatives of non-commissioned officers and soldiers serving fixed-term in the People's Public Security Force.

Specifically, in addition to tuition fee exemption, families and relatives of non-commissioned officers and soldiers are also entitled to emergency hardship allowances in certain cases.

Parents, parents-in-law, legal guardians, spouse, biological children, and legally adopted children of non-commissioned officers and soldiers who are ill for one month or more, or who require hospital treatment for seven days or more, are entitled to an allowance of 500,000 VND per person per occasion. This allowance is granted no more than twice a year.

Relatives of deceased or missing non-commissioned officers and soldiers receive an allowance of 1,000,000 VND per person. Biological and legally adopted children of non-commissioned officers and soldiers are exempt from tuition fees when studying at public and private preschool and primary and secondary education institutions.

This Decree takes effect from September 14, 2013 and repeals Decree No. 54/2008/ND-CP dated April 24, 2008 of the Government stipulating the regime and policies for relatives of non-commissioned officers and soldiers.
