Con Cuong: Effectiveness from the thematic resolution

(Baonghean)In implementing Resolution No. 09/NQ of the Provincial Party Committee on "Improving the leadership capacity and fighting strength of grassroots Party organizations," the Con Cuong District Party Committee issued a plan with many comprehensive solutions for the period 2013-2015 and subsequent years. After more than a year of implementation, there have been encouraging changes in grassroots Party organizations.

The Party Committee of Mon Son commune, one of the exemplary Party committees that has consistently maintained the title of "clean and strong" for many years, owes this achievement to the implementation of various solutions in accordance with the Resolution of the 25th Congress of the District Party Committee, and especially since the introduction of the "Enhancing the Leadership Capacity and Fighting Strength of Grassroots Party Organizations" Project. To gain a more accurate assessment, we visited Thai Son 2 hamlet to attend the regular monthly meeting of the Party branch in March.

At the meeting, many party members frankly raised concerns and focused on practical issues affecting the lives of the villagers, such as: the problem of free-roaming cattle destroying crops; mobilizing resources to support cement for rural road construction and canal repair; plans for dredging irrigation canals; the reality of landslides in Khe Moi; and visiting families affected by accidents or in difficult circumstances. After listening to the opinions, on behalf of the Party branch committee, the branch secretary acknowledged and explained in detail that for issues that the hamlet could resolve, the branch would direct and discuss with the hamlet's leadership committee to implement them. For issues outside the branch's authority, they would propose solutions to the Party Committee or the People's Committee of the commune. Comrade Lang Thi Lien, the branch secretary, said: This was the first time the branch had held a meeting under the new regulations. To suit the rural environment, the Party branch convenes regular meetings at appropriate times to allow all Party members to participate, gather collective opinions to enhance the effectiveness of resolutions, and find solutions for economic development and maintaining security and order in the village.

Since the beginning of the term of the District Party Congress, the Con Cuong District Party Committee has assigned members of the Standing Committee and the Executive Committee to regularly attend meetings with grassroots Party branches to listen to and understand the situation, and to assist the Party branch committees. In addition, Party branches have been strengthened with Party members who are commune officials (after the dissolution of the commune office Party branch model). Therefore, the core team of village and hamlet leaders is more confident and assertive in leadership and management. Besides hamlets that have been recognized as strong and clean Party branches for many years, such as Thai Son 1, Thai Son 2, Yen Son… in Mon Son commune, 6 out of 14 hamlets and villages have young people holding the positions of Party secretary or hamlet head, and they are gradually demonstrating their capabilities.

Thanks to improved quality of activities, Party branches have issued thematic resolutions, and Party development work has been focused on both quantity and quality… Comrade Vi Van Nam, Secretary of the Party Committee of Mon Son commune, said: “Currently, 7 key cadres of the commune have university degrees and intermediate-level political training. Along with improving the qualifications of the cadre team, the commune Party Committee is continuing to focus on directing the improvement of the quality of resolution issuance, innovating the methods of operation of grassroots Party organizations in hamlets and villages in a practical way, promoting effectiveness in sustainable economic development, ensuring national defense and security, and improving people's lives...”.

After more than a year of implementing the "Enhancing Leadership Capacity and Fighting Strength of Grassroots Party Organizations" project, Con Cuong district has achieved encouraging results: The percentage of Party members and grassroots Party organizations classified as clean and strong increased from 58.53% in 2012 to 63.8% in 2013, and the number of weak grassroots Party organizations decreased significantly. Along with improving the quality and standardization of the cadre, the quality of resolution issuance in some commune Party committees has also seen positive changes. For example, the Party Committee of Yen Khe commune has a specialized resolution on tea cultivation development; the Party Committee of Chi Khe commune has a resolution on building new rural areas; the Party Committee of Mon Son successfully led the implementation of the land consolidation and exchange project according to Directive 08/CT of the Provincial Party Committee; and the Party Committee of Lang Khe commune has a resolution on reclaiming and expanding agricultural production land area, achieving considerable success with an additional 50 hectares reclaimed in nearly two years… These resolutions have truly created bright spots in the socio-economic development of Con Cuong district in various villages and communes.

Comrade Nguyen Van Chat, Head of the Organization Department of the Con Cuong District Party Committee, assessed: “Through observation, we see that the branch meetings are of higher quality. This reflects the improved leadership capacity of the branch secretaries and the ability to inspire the intellect of Party members, thereby enabling the issuance of resolutions that are relevant to reality, contributing practically to promoting socio-economic development in the villages. This is considered a major step forward in improving the capacity of Party committees and village/hamlet leadership boards, as well as enhancing the role of grassroots Party organizations.”

However, practical concerns remain: the quality of resolutions issued by Party branches in mountainous areas is still low, often general and overly formal; some Party members lack genuine dedication and have not contributed significantly to the leadership of their branches. Currently, the District Party Committee is focusing on training Party branch officials to improve their awareness and theoretical understanding; enhance their thinking and creativity to issue resolutions that are appropriate to the local resources and not conflict with the management and administration of the government.
