Con Cuong: Effectiveness from thematic resolutions

(Baonghean) -Implementing Resolution No. 09/NQ of the Provincial Party Committee on “Improving the leadership capacity and fighting strength of grassroots party organizations”, the Con Cuong District Party Committee has issued a project with many synchronous solutions for the period 2013-2015 and the following years. After more than 1 year of implementation, there have been encouraging changes in grassroots party organizations.

The Party Committee of Mon Son commune, one of the typical party committees that has maintained the title of clean and strong for many years, has achieved this achievement, according to the Party Secretary of the commune, Vi Van Nam, thanks to the application of many solutions to implement the Resolution of the 25th Congress of the District Party Committee, especially since the Project "Improving the leadership capacity and fighting strength of grassroots party organizations" was launched. To have a more accurate assessment, we went to Thai Son 2 hamlet to attend the regular meeting of the Party cell in March.

At the meeting, many opinions of party members were raised frankly and focused on practical issues of the villagers' lives, such as: The situation of buffaloes and cows roaming freely destroying crops; mobilizing resources to support cement when building rural roads, repairing canals; plans to dredge canals for irrigation, the current situation of landslides in Khe Moi, and visiting families who had accidents and were in difficult circumstances. After listening to the opinions, on behalf of the Party cell, the Party cell secretary accepted and explained specifically that any issues that the hamlet should resolve, the Party cell would direct and discuss with the hamlet executive committee to implement. For issues that are not under the authority, the Party Committee or the Commune People's Committee would be recommended to take measures to resolve. Comrade Lang Thi Lien, Party cell secretary, said: This is the first time the Party cell has met according to the new regulations. To suit the rural area, the Party Committee convenes regular meetings at appropriate times for all Party members to participate, collect collective opinions to increase the effectiveness of resolutions as well as find solutions for economic development and maintain security and order in the village.

Since the beginning of the term of the District Party Congress, Con Cuong District Party Committee has assigned comrades in the Standing Committee of the District Party Committee and the Executive Committee of the District Party Committee to periodically attend meetings with grassroots Party cells to listen to and grasp the situation, and at the same time assist the Party cell committees. In addition, Party cells have been strengthened with Party members who are commune cadres (after the dissolution of the commune agency Party cell model). Therefore, the core team of villages and hamlets is more confident and bold in directing and operating. In addition to the hamlets that have been clean and strong Party cells for many years such as Thai Son 1, Thai Son 2, Yen Son... 6/14 hamlets and hamlets, the position of secretary or hamlet chief of Mon Son commune has been taken on by young people and has gradually demonstrated their working capacity.

Thanks to the improvement of the quality of activities, the Party cells have issued specialized resolutions, and the Party development work has been focused on developing in terms of quantity and quality... Comrade Vi Van Nam, Secretary of the Party Committee of Mon Son commune, said: "Currently, 7 key cadres of the commune have university degrees and intermediate political qualifications. Along with improving the qualifications of the cadre team, the Party Committee of the commune is continuing to focus on directing the improvement of the quality of issuing resolutions, innovating the methods of operation of grassroots party organizations in hamlets and villages in a practical way, promoting efficiency in sustainable economic development, ensuring national defense and security, improving people's lives...".

After more than 1 year of implementing the Project “Improving the leadership capacity and fighting strength of grassroots party organizations”, Con Cuong district has achieved encouraging results: The rate of party members and the number of party organizations classified as clean and strong increased from 58.53% in 2012 to 63.8% in 2013, the number of weak grassroots party organizations has decreased significantly. Along with improving the quality and standardizing the staff, the quality of issuing resolutions in some commune party organizations has had positive changes. Typically, the Yen Khe Commune Party Committee has a specialized resolution on tea development, the Chi Khe Commune Party Committee has a resolution on new rural construction, the Mon Son Party Committee has successfully led the implementation of the land consolidation project according to Directive 08/CT of the Provincial Party Committee, the Lang Khe Commune Party Committee has a resolution on land reclamation and expansion of agricultural land area quite successfully when in nearly 2 years, 50 hectares of land were reclamationed... The above resolutions have really created bright spots in the socio-economic situation of Con Cuong district in villages and communes.

Comrade Nguyen Van Chat - Head of the Organizing Committee of Con Cuong District Party Committee assessed: “Through monitoring, we see that the quality of the Party cell meetings is better. That shows that the executive capacity of the Party cell secretary is better and arouses the intelligence of the Party members, thereby issuing resolutions that are close to reality, contributing practically to promoting socio-economic development in the villages. This is considered a major step in improving the capacity of the Party committees, hamlet and village executive committees as well as enhancing the role of grassroots Party organizations”.

However, there are still concerns from reality, that is: The quality of resolutions issued by Party cells in mountainous areas is still low, general, and formalistic; some Party members are not really dedicated, and have not contributed to the leadership process of the Party cell. Currently, the District Party Committee is focusing on training the team of Party cell cadres to improve awareness and theoretical level; improve thinking and creativity to issue resolutions suitable to local resource conditions, not mixed with the management and operation of the government.
