Con Cuong: Replicating effective economic models in new rural construction
(Baonghean.vn) - With the active participation of the Party Committee, the government and the response of the people, the new rural criteria, especially the criteria for reducing the poverty rate, have been effectively implemented in Con Cuong, contributing to the development of the lives of the people here.
Chi Khe Highlights
Chi Khe is a commune located in the southwest ofCon Cuong mountainous district, has 9 villages (8/9 villages have Thai ethnic people living there for a long time), with 1,572 households and 6,438 people. As a purely agricultural commune, in previous years, people's lives faced many difficulties.
In 2015, Chi Khe entered the construction of the New Rural Area with many great challenges. The biggest challenge was the criteria for reducing the rate of poor households... To complete the criteria, the commune made many efforts, especially in directing and supporting people to effectively implement production support models and increase income.
A typical case is Ms. Lao Thi Duyen in Tong Chai village, who was previously a poor household due to lack of means and production methods, and no capital to invest in production and business.

To help Ms. Duyen's family escape poverty, Con Cuong district and Chi Khe commune provided support for 2 breeding cows in 2019. This was a great support and encouragement for the family to develop the economy. Up to now, 2 cows have developed into 4. Chickens and pigs are growing well. In 2020, the family officially escaped poverty.
Tong Chai village, Chi Khe commune has nearly 200 households, of which 95% are Thai ethnic people. In previous years, people's lives were very difficult. But in the past 5 years, everything has changed when the district and commune have focused on supporting economic development conditions for people, especially in the form of vocational training, supporting breeds, guiding techniques for converting crops and livestock, developing production associated with finding markets for products. Up to now, the whole village has only 4 poor households.
“Life has improved, people are gradually aware of the value of building new rural areas to further improve their lives. Roads are expanded, transporting goods is more convenient, and industries develop. Then people donate land, labor and village roads and alleys in Chi Khe have basically been concreted.”
Not only Tong Chai, the whole Chi Khe commune has developed strongly. The people of the commune have boldly switched from producing traditional crops to growing higher value crops, such as sugarcane, corn, acacia, cassava, and safe vegetable greenhouses. There are many high-income garden-forest models in Bai Oi, Lam Khe, and Chan Nan villages... Vocational training, small-scale industry, construction, trade, services, and tourism have developed strongly. By the end of 2020, Chi Khe had only 4.6% of poor households, with an average income per capita of 36.14 million VND/year.

Ms. Nguyen Thi Thang - Vice Chairman of Chi Khe Commune People's Committee said: "Starting to implement the Programnew rural constructionIn the difficult conditions of a mountainous commune, thanks to its good work in supporting people to develop the economy; creating the premise for solidarity and unanimity, Chi Khe is the third commune of Con Cuong district to be recognized by the Provincial People's Committee as a commune meeting new rural standards in 2020. On the existing foundation, the commune is currently continuing to strive to maintain and develop to improve the criteria...".
Economic development, poverty reduction
Chi Khe is the representative image of Con Cuong district in the process of building new rural areas. As a mountainous district, Con Cuong has a low starting point compared to the set of criteria for building new rural areas. By the end of 2020, at the commune level, there were 3 communes/12 communes recognized by the province as meeting new rural standards (Yen Khe, Bong Khe and Chi Khe communes), for villages and hamlets, there were 18 villages/107 villages and hamlets (after merging administrative units) recognized by the District People's Committee as meeting new rural standards according to the set of criteria of the province, the average of the whole district reached 12.08/19 criteria/commune.

Mr. Luong Dinh Viet - Vice Chairman of Con Cuong District People's Committee said: "The district has been promoting information and propaganda work regularly and extensively to fundamentally change the awareness and actions of each cadre, party member and people of all walks of life; building models of agricultural production development in the direction of applying technical advances and linking production, processing and product consumption chains, increasing production value and sustainable development; implementing production support for people; mobilizing all resources to invest in and upgrade rural infrastructure in a synchronous and modern direction to effectively serve the requirements of production development and improve the material and spiritual life of the people".
Under the focused leadership, close direction and drastic implementation of the Party Committee, the government, and mass organizations from the district to the commune, the new rural construction movement in Con Cuong has gradually flourished, receiving the support and voluntary contributions of money, labor, and land from the people. The total mobilized resources for the 2016-2020 period reached nearly 200 billion VND, of which the mobilized capital from the community was more than 3 billion VND...
The district has formed many specialized vegetable growing areas, medicinal plant growing areas, and specialized orange and sugarcane growing areas. Dozens of concentrated livestock farms have been established. Industry, small-scale industry, and commercial services have developed quite well.

With the implementation efforts, the criteria for reducing the rate of poor households in the locality have achieved good results. By the end of 2020, the rate of poor households in the district was 15.79% (2,861 households); near-poor households were 16.59% (3,007 households). Notably, in the district, up to 523 poor households voluntarily wrote applications to leave the poverty line. This has shown that people have a sense of responsibility, do not want to rely on State support; the movement of economic development and poverty reduction in the locality is increasingly going into depth.
