Ho Tong Thoc Street is located in Nghi Phu Commune, Vinh City, with a length of more than 1 km. This is the road connecting National Highway 1A with Lenin Avenue. Along this road, there are schools and hospitals, so every day Ho Tong Thoc Street always has a high density of people and traffic. In particular, since the Provincial General Hospital moved to a new location, near Ho Tong Thoc Street, there has been a lot of traffic and people passing by.
The road is degraded but every day it still has to bear the burden of hundreds of trucks, coaches, and buses passing by. When it is sunny, the dust flies up blindingly, when it rains, the water stagnates and becomes very muddy. The road surface is full of potholes, making it very dangerous for road users when traveling on the road.
On the other hand, on both sides of the sidewalk, billboards are erected right next to the road, causing obstruction, blocking traffic visibility and ruining the urban beauty. "The road is low, there is no drainage system, when it rains, the whole road is flooded, and every time a car passes by, the water splashes into people's houses," said Ms. Pham Thi Yen, Hamlet 15, Nghi Phu Commune.

Ho Tong Thoc Street was invested in decades ago, but after a long time of use, it has not been upgraded, so the road is seriously damaged. In addition, the two roads adjacent to Ho Tong Thoc Street, National Highway A and Le Nin Avenue, have a road surface about 30-40 cm higher than Ho Tong Thoc Street, so when it rains heavily, water often flows down to Ho Tong Thoc Street. Meanwhile, this road does not have a drainage system, but water mainly drains into the irrigation canal system, but the road surface is nearly 20 cm lower than the ditch wall. In many sections, people have had to dig ditches and chisel ditches to drain the water, but it has only solved a few local sections.
According to local people, because the road surface is so degraded, many people are worried about avoiding potholes and dirty water splashing on them, which has led to many traffic accidents or falls. The road sometimes overflows onto yards and houses, making it extremely dirty.
