'Children of the powerful' and personnel work
The story of “sons of officials” surrounding the work of cadres is not new, but recently it has become noisy again, making the long-standing notion about the fate of the people that “children of officials will become officials” be discussed again. Because from many perspectives, our work of cadres has long had many shortcomings, especially the situation of “choosing relatives instead of talented people”.

Choosing a team of "public servants" who are both virtuous and talented is always the desire of all our people. However, in reality, that desire is not always and everywhere satisfied. The popular saying that many people lament is: "first is descendants, second is relationships, third is money, and last is intelligence" partly illustrates this reality.
Also in the recent past, the appointment of officials related to the "family" factor has made public opinion raise questions about the appointment, transfer and rotation of officials in some localities with violations but still being appointed. There are officials who made mistakes in one place but were appointed to leadership positions in another place. There are many situations where parents appoint their children to key leadership positions such as: Father appoints his child in Hai Phong, mother appoints her child in Thanh Hoa or the transfer of an official from the Ministry of Industry and Trade to be Vice Chairman in Hau Giang province, then the transfer of an official from the Ministry of Industry and Trade to Sabeco... These officials were all appointed according to the correct procedures as explained by the relevant units.
Therefore, at the regular Government meeting in July, the first meeting of the new Government term, Prime Minister Nguyen Xuan Phuc noted 9 issues that need special attention. Among them, there is the story of personnel work. “I report to the National Assembly that personnel work must be innovated. I ask you to pay attention to this, this work needs to be rectified at all stages, selection, use, and appointment. We conduct exams to find talented people, not to find relatives. Do not let this term be scandalous about personnel” - said the Prime Minister.
This message has expressed the people's wishes after the incidents that have caused public outrage in the personnel work in recent times. Even in the meetings with voters in the past few days of the Party and State leaders, personnel work has always been mentioned. Specifically, at the meeting with voters in Hoan Kiem, Ba Dinh, and Tay Ho districts, in response to voters' mentions of personnel work, General Secretary Nguyen Phu Trong clearly stated: Personnel work is very important, the key of all keys, the root of all problems, the cause of all causes. No matter how correct the guidelines, policies, and strategies are, if the cadres do not meet the standards, they cannot do it, and even make it wrong.
At the national online conference to review administrative reform work on August 17, Prime Minister Nguyen Xuan Phuc once again made a frank assessment: There are still many corrupt and negative cadres, civil servants, and public employees in the team. Bureaucracy has not been solved. There are many cadres, civil servants, and public employees but they are not strong, and they have not wholeheartedly served the people. To be fair, using capable and qualified people to promote talents does not exclude the “family” factor. In reality, there are many cadres who are “family” but have both virtue and talent, always strive to prove their abilities, make great contributions to the development of the country, are highly regarded, promoted quickly and convincingly, and win the admiration of the collective.
These are truly cadres who have all the conditions to become “red seeds” with a good starting point of revolutionary family tradition, truly possessing qualities and talents. Those “family” cadres with virtue and talent need to be recognized by society in a fair and non-distorted way. They cannot be equated with the category of “family” cadres lacking capacity who are “planted” and “lobbying” to get “this or that position”, to become “this or that person”…
Therefore, to dispel people's doubts about "family" cadres, we have only one way, which is to innovate the work of recruiting, training, arranging, using, and appointing cadres and civil servants. On the other hand, we must strengthen inspection and examination work and strictly handle violations to "plant" family members through assigning the right people to the right jobs, creating an environment to promote the strengths of cadres and civil servants./.
