On March 29, the Investigation Police Agency (Ministry of Public Security) issued a decision to prosecute and search for Mr. Tran Duy Tung (34 years old, Chairman of the Board of Directors of An Phu Group Joint Stock Company) for the act ofAbuse of trust to appropriate property.This procedural decision is approved by the same level Procuracy.
Mr. Tran Duy Tung was accused by the authorities of being involved in violations in a billion-dollar cow breeding project in Ha Tinh. The investigation agency searched Mr. Tung's workplace at the headquarters on Han Mac Tu Street, Quy Nhon City (Binh Dinh).
Mr. Tung is the son of Mr. Tran Bac Ha, who was Chairman of the Board of Directors of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) for many years. Mr. Ha was arrested in November 2018 for the crime ofViolation of regulations on banking activities and other activities related to banking activities,according to Article 206 of the Penal Code 2015.
Regarding the trillion-dong cow breeding project in Ha Tinh, from November 29, 2018, the Investigation Police Agency (Ministry of Public Security) issued a decision to prosecute and search Mr. Tran Luc Lang (former deputy general director of BIDV), Kieu Dinh Hoa (former director of BIDV Ha Tinh), Le Thi Van Anh (former head of BIDV Ha Tinh customer department) according to Article 206.
In 2015, the People's Committee of Ha Tinh province approved the policy for Binh Ha Livestock Joint Stock Company to implement a project to raise breeding and beef cattle on an area of over 2,000 hectares in Cam Xuyen and Ky Anh districts. The total investment of the project is 4,223 billion VND, with a scale of 254,000 cows per year.
However, after three years of implementation, the project only reached a scale of nearly 15,000 cows/year, and sold about 43,000 cows after fattening. The amount of imported and raised cows has decreased year by year. Many areas of grass land have been converted to banana plantations by enterprises, contrary to regulations.
