Regular police in communes and grassroots mediation
(Baonghean) - Recently, the regular police force has been reinforced in communes in the province, proactively grasping the situation, promptly resolving incidents at the grassroots level, not allowing complications to arise, negatively affecting the security and order situation.

In November 2018, Captain Nguyen Sy Truong, a police officer of Do Luong district, received a decision to become the Chief of Police of Dang Son commune, one of the areas bordering the town, where security and order are unstable with drug and gambling crimes...
Upon taking up his new position, the first thing Captain Truong did was to resolve the backlog left by the old commune police force, and at the same time spend a lot of time "sticking together", grasping the thoughts and aspirations to promptly resolve the legitimate and urgent needs and aspirations of the people, thanks to which the people's trust in the commune police force has increased.

Mr. Le Van H. (45 years old), residing in Hamlet 3, Dang Son Commune, is an alcoholic. Every time he gets drunk, he often gets into fights with his neighbors, beats and insults his wife and children. When Mr. Truong came to work, in 3 days, he caused 3 consecutive fights.
Knowing the situation, Captain Truong went directly to the house, spent time analyzing and discussing the right and wrong but was unsuccessful. When Mr. H. caused trouble with his neighbors, Captain Truong decided to file a case and send him to the commune for education. After a period of perseverance, both gentle and firm, Mr. H. now drinks less alcohol, no longer causes trouble with his neighbors, does not beat his wife and children when drunk and has joined the commune's construction team.
Implementing Resolution No. 22 dated March 15, 2018 on continuing to innovate and streamline the Ministry of Public Security apparatus to operate effectively and efficiently in the direction of "Ministry refined, province strong, district comprehensive, commune close to the grassroots", up to this point, Nghe An Police has organized, arranged and transferred 266 regular police officers to 81 communes in the whole province. Of which, there are 36 commune police chiefs, 21 deputy commune police chiefs and 209 people in charge of full-time police officers, initially focusing on key communes with complicated security and order issues.
The most memorable event was the story of the rekindling of father-son relationships for the family of Mr. Tran Van L. (born in 1949), residing in Hamlet 4, Dang Son Commune. Mr. L. is a retired cadre with 2 children, the eldest daughter is mentally disabled, all hopes are placed on the second son, Mr. Tran Van Th. (born in 1982), but father-son conflicts often occur due to disagreements in opinions.

Captain Truong met each person privately to confide, patiently took the time to speak the truth, pointed out the unreasonable things in Mr. Th's behavior towards his parents, as well as the things that should not be imposed on his children when talking to Mr. L. The rain slowly seeps in, after Captain Truong shared, Mr. Th. went home to apologize to his parents, Mr. L. also realized his mistakes in imposing and raising his children, so he adjusted his behavior. The father and son shook hands to reconcile after many years of conflict, Mr. L. trusted him with motorbikes, bought laptops, and phones for his children to study - things that he had never dared to trust before.
Midnight mass mobilization
TMeanwhile, Nghia Dung commune (Tan Ky), is also a relatively complicated area, always fraught with many potential risks to public order and safety with many disputes, conflicts among the people and social evils such as drugs and gambling. In that situation, the Board of Directors of Nghe An Public Security transferred Senior Lieutenant Nguyen Ngoc Hien (born in 1987), an officer of Tan Ky District Public Security, to hold the position of Chief of Nghia Dung Commune Police in August 2018.
Coming back to the grassroots, the most difficult thing is still resolving the conflicts that have accumulated between family members or between neighbors.
According to Senior Lieutenant Hien, when returning to the grassroots, the most difficult thing is still resolving the accumulated conflicts between family members or between neighbors. A typical example is the conflict that lasted more than 10 years between the family of Mr. Hoang Dinh L. (born in 1973) and Mr. Bui Khac Th. (born in 1969), related to a forest land dispute. The civil court has adjudicated but they are not satisfied, the conflict continues to deepen, and the neighborhood relationship is increasingly broken.
To reconcile, Captain Hien spent a lot of time meeting each family, going to the scene of the dispute to examine and record the reality as well as the wishes of each family, but the two sides continued to be tense. The People's Committee of Nghia Dung commune even asked for the opinion of superiors, planning to organize enforcement on March 25 to hand over the land according to the court's decision.

Captain Dam Ngoc Hung - Deputy Head of Nghi Duc Commune Police (Vinh City) confided that, when he took on a new assignment in one of the city's key areas for security and order, at first, he felt very confused because of many funny and sad situations, including cases unrelated to issues under the jurisdiction of the police agency. However, then, promoting his strengths as a cadre doing movement work, he quickly caught up with the movement, joined hands with the commune police force to promote the building of self-management groups, mobilize and propagate security and order work to each person, community and clan in the locality...
On March 5, 2019, the Standing Committee of Nghe An Provincial Party Committee issued Directive No. 27-CT/TU on strengthening the arrangement of regular police officers to take on the positions of commune police. Accordingly, the Standing Committee of Nghe An Provincial Party Committee requested Party committees at all levels, Party organizations, departments, branches, sectors, the Fatherland Front and organizations, unions, district, city, town Party committees, and affiliated Party committees to implement the following contents:
- Strengthen propaganda and mobilization so that cadres, party members and people clearly understand that the policy of arranging regular police officers to take on commune police positions is a correct policy of the Party and State, stemming from practical requirements...
- Party committees and authorities from the provincial to communal levels must identify the task of arranging regular police in communes and towns as one of the key and urgent political tasks from now until the end of the term of the Party Congress at all levels (term 2015 - 2020). From there, develop specific resolutions, programs, plans and roadmaps to effectively direct the implementation of the policy of merging communes and towns of the Politburo, the Government and the Provincial Party Committee in the coming time.
- Party committees and authorities at all levels conduct comprehensive surveys of the staff and facilities of the commune police, have plans and roadmaps for the arrangement and reorganization of the commune police force...
- Strengthen the arrangement of regular police officers to take on the positions of commune police in accordance with the provisions of law, instructions of the Government and the Ministry of Public Security, with an implementation roadmap suitable for each commune and the current situation of the part-time commune police force. Priority is given to implementation in communes in key areas with complicated security and order issues; communes where the part-time commune police force is lacking or has not met the requirements of the work...
- Party committees and authorities at all levels have plans and create all favorable conditions in terms of headquarters, working equipment, accommodation... for regular police officers to perform well their political tasks at the grassroots level...
Implementing the policy of assigning regular police to take on the position of commune police to strengthen the combat force at the grassroots level, with practical experience from the strengthened areas, in the coming time, Nghe An Police will review and create all favorable conditions, not only ensuring policies and supporting professional work but also focusing on facilities, so that regular commune police can fulfill their tasks well, contributing to ensuring security and order at the grassroots level and enhancing the prestige of the regular commune police force with the local Party Committee, government and people.
