Police do not prosecute the case of a reporter beaten while working.
The reason given by Thanh Hoa District Police, Long An for not prosecuting the case was because the group of reporters wore uniforms that lacked the agency's logo while working.
Specifically, in the document announcing the results of handling denunciations and crime reports issued by Thanh Hoa District Police, it was stated that at around 6:45 a.m. on September 27, Pham Duc Canh, Cao Thi Kim Ngan (filmmaker and editor of Long An Radio and Television Station) and Nguyen Thi Man (newspaper reporter)Long An) took a car driven by Huynh Minh Long (station employee) to the Tam Sinh Nghia Waste Treatment Plant area (Hamlet 3, Tan Dong Commune, Thanh Hoa, Long An) to report on pollution around the factory area.

When approaching the rear fence area of the factory, I met Nguyen Van Minh (23 years old) and some other workers who were working on a contract to build a fence for the factory.
Minh called Do Van Tien (32 years old, living in Ba Ria - Vung Tau and working on the same fence construction contract with Minh).
Tien brought Pham Minh Dung (61 years old, living in Thanh Hoa, Long An), who was hired to look after materials for the waste treatment plant.
When meeting reporters, Dung and Tien used their hands to hit reporter Canh's face, head, and neck many times and asked the reporter to hand over the camera.
Reporter Canh hugged the camera tightly, Dung struggled causing reporter Canh to fall and then forced him to give the memory card to these two subjects.
Tien and Dung continued to turn to the two female reporters Kim Ngan and Nguyen Thi Man to threaten them, asking them to hand over their phones for inspection. At this time, Nguyen Minh Sang (29 years old, living in Tan Phuoc, Tien Giang), an accountant at Tam Sinh Nghia Waste Treatment Plant, came to check the reporters' phones.
After that, Tien ran after them holding a brick, intending to throw it at the reporters' car. The reporters immediately ran to the People's Committee of Tan Dong commune to report the incident.
Thanh Hoa District Police have decided not to prosecute the criminal case on the grounds that the act does not constitute a crime.
Thanh Hoa District Police said that the reporters did not ensure that they were "on duty" when they went on assignment because they did not have a specific written plan and did not have a letter of introduction.
All three did not present any documents, did not introduce themselves as reporters, and while working, the reporters wore uniforms without the logos of Long An Newspaper and Long An Radio and Television Station.
Mr. Pham Minh Dung - Director of Long An Radio and Television Station - said that reporter Canh and editor Ngan belong to the station's news department.
"They work according to a monthly plan, and when they go on a mission, they have a written approval from the department head and a vehicle dispatch order from the station," Mr. Dung affirmed.
"Presenting documents to strangers outside the factory area is not part of the regulations for reporters' work, and the Press Law does not require reporters to wear uniforms with the logo of newspapers or radio stations when working," Mr. Dung added.
The Long An Journalists Association also said that the association had received a document from reporter Canh, expressing disagreement with the investigation results of the police agency, and the association had submitted a petition to the competent authorities for reconsideration based on reporter Canh's request./.
